Beyond its presence in key and essential sectors such as transportation, environment, electricity, and water, the state economic sector also plays a leading role in creating a vital foundation for other economic sectors to thrive.

Given the specific local conditions and the requirement to innovate growth models while improving the efficiency of public resources, the consolidation, reorganization, and capacity building of state economic units have become urgent demands. This ensures that this economic sector maintains a steady pace and serves as a driving force for other sectors, creating a breakthrough for the local economy.

As one of the leading enterprises in the province, the Điện Biên Water Supply Joint Stock Company is the sole unit responsible for the production and business of domestic water. Its water supply network meets the demands of daily life and production, contributing significantly to local socio-economic development. The company has placed a high priority on renovating and upgrading water stations and equipping modern laboratory facilities to monitor water quality both at the source and after treatment. This is identified as the top criterion in the enterprise’s production and business tasks. The unit has deployed several modern technologies, including the SCADA system for water supply management and online monitoring of input and output water quality throughout the treatment process.

The Điện Biên Water Supply Joint Stock Company has set specific annual targets for the 2026 - 2031 period, aiming to increase production output from 7.647 million m3 to 8.561 million m3, while commercial water is expected to rise from 6.5 million m3 to 7.461 million m3. Total revenue is projected to reach VND 89.174 billion with a customer base of 46,660. The average income of employees is targeted to rise above VND 9 million, and contributions to the state budget are expected to increase from VND 8 billion to VND 9.3 billion.

Resolution No.79-NQ/TW, issued on January 6, 2026, by the Politburo regarding state economic sector development, has opened a new developmental space. It emphasizes that the state economic sector must take a pioneering role in leading and paving the way for industrialization, modernization, and the restructuring of the economy to establish a new growth model. To concretize this resolution, the Provincial Party Standing Committee issued an action plan with specific goals and solutions tailored to the lives of local businesses and the economy for both short-term and long-term phases.

Regarding land and resources, the province will implement management and exploitation in a transparent and reasonable manner to meet the requirements of rapid and sustainable growth. At the same time, focus will be placed on developing a synchronized and modern infrastructure, completing key large-scale projects with regional connectivity.

For the state budget and extra-budgetary financial funds, the province strives for a mobilization rate into the state budget of 6.5% of GRDP during the 2026 - 2030 period. Local budget deficits will be strictly controlled, ensuring that the outstanding debt does not exceed 80% of the local budget revenue entitled under decentralized management. State credit branches and organizations are directed to operate safely and sustainably. For public service units, the socialization of public service provision will follow a roadmap suited to practical conditions and public accessibility, while focusing on streamlining units that perform essential political and state management tasks.

Nguyễn Lệ Quế, Chairman of the Board of Directors of the Điện Biên Water Supply Joint Stock Company, stated that in the new context, the unit is closely following the spirit of Resolution No.79-NQ/TW and the provincial action plan to implement effective governance. The company aims to maintain the efficient use of equity, increase market share, and ensure policies for employees while researching the deployment of modern technologies. By utilizing internal capital from asset depreciation and financial reserve funds, the company will soon implement projects to upgrade water pipelines, expand the supply network, and install pressure-reducing valve systems at several points across the province.
