The comprehensive plan for investing in and relocating provincial agencies encompasses 15 projects, including two focused on resettlement and site clearance, three on urban infrastructure, and 10 on the construction of new headquarters. To date, three projects have been completed and are fully operational: the Urban and Rural Planning Centre, the Centre for Technical Standards, Measurement, and Quality, and the provincial People's Court headquarters. Three additional projects are progressing as scheduled, while one project has been revoked and cancelled to facilitate land clearance and compensation. However, the remaining eight projects are currently behind schedule.
Since the Steering Committee's report on 6 June, the provincial Party Committee has intensified its leadership efforts, directing the Provincial People's Committee to organise meetings, conduct on-site inspections, and engage directly with investors and local authorities. This proactive approach has resulted in a notable increase in the number of approved plans and a significant expansion of the land area handed over for development.
Specifically, the headquarters and broadcasting centre project has completed site clearance, covering nearly 6,600 square metres.
The resettlement project for the provincial political and administrative centre has approved 13 additional plans, raising the total to 38, covering 9.54 hectares out of the planned 12.58 hectares.
Additionally, the Điện Biên Phủ City arterial road project has seen the approval of 67 new plans, with Điện Biên District also approving an additional 67 plans.
Despite adverse weather conditions, particularly heavy rains that have impacted progress, several construction projects have shown positive developments.
Notably, the provincial guest house project is basically complete and put in use.
The arterial road project has reached 39.73 per cent completion, while the reservoir project has begun construction on cleared land, with 13 per cent of the contract value fulfilled.
However, overall progress still falls short of expectations. The delays have been attributed to changes in land law regulations and the complex land history of the city. The Provincial People's Committee also identified internal challenges, including poor coordination, bureaucratic inefficiencies, and a lack of flexibility. Some officials were found to be hesitant in assuming responsibility, and inconsistencies were noted in their recommendations.
At the meeting, Provincial Party Secretary Trần Quốc Cường acknowledged the positive developments and commended the efforts and determination of all involved. He emphasised the need for continued leadership and accountability, urging leaders to rigorously implement directives from the Provincial Party Committee, People's Council, and People's Committee. He also stressed the importance of prioritising projects based on resource availability and ensuring decisive action in land clearance compensation. For projects where land has been cleared, investors are encouraged to ensure that contractors mobilise all necessary resources to meet deadlines.
Secretary Cường also called for strengthened oversight to promptly address emerging issues and urged the effective implementation of urban development projects to generate land resources and secure funding for the relocation efforts. Regarding the Điện Biên Phủ City People's Committee, he directed the project management board to propose policies that prioritise residents' interests, aiming to enhance the city's appearance and prosperity while safeguarding the well-being of its citizens.
He also encouraged the Fatherland Front, organisations, and grassroots mobilisation teams to take active roles in this process. Additionally, provincial police are to deploy officers to monitor and address any negative issues, particularly those involving individuals attempting to exploit policies for personal gain.
