Inauguration of the 15th Session of the Provincial People's Council, Term XV (2021-2026)

ĐBP - On the morning of 10th July, the Provincial People's Council inaugurated its 15th session - the mid-year regular session of 2024. The session was chaired by Lò Văn Phương, Member of the Provincial Party Standing Committee and Chairman of the Provincial People's Council, and Giàng Thị Hoa, Member of the Provincial Party Standing Committee and Vice Chairwoman of the Provincial People's Council. Present at the session were Trần Quốc Cường, Member of the Party Central Committee and Provincial Party Secretary, and Lê Thành Đô, Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee.

In his opening speech, Chairman Lò Văn Phương emphasised that this session would address significant issues, including the Provincial People's Committee's report on the implementation of the socio-economic development plan, national defence and security, budget revenue and expenditure, public investment for the first half of the year, and key tasks and solutions for the last six months of 2024. These topics require comprehensive discussion, analysis, and objective evaluation, closely adhering to the set goals, tasks, and solutions for the year. Focus will be placed on assessing notable achievements, identifying and addressing limitations, determining clear causes and responsibilities, and proposing practical and feasible tasks and solutions to achieve the highest targets in socio-economic development, national defence and security, local budget management, and public investment disbursement for 2024. This will establish the foundation for successfully accomplishing socio-economic development tasks for the entire 2021-2025 period.

In this spirit, Chairman Lò Văn Phương called on the delegates to demonstrate a strong sense of responsibility, intellectual focus, and engage in democratic discussions, contributing heartfelt and profound opinions. This will enable the Provincial People's Council to make sound, appropriate, and effective decisions that meet the socio-economic development requirements and tasks, ensure national defence and security, and fulfil the expectations of voters and the people of various ethnic groups in the province.

The 15th session is expected to last one day and a half. During this time, the Provincial People's Council will consider and approve 11 draft resolutions presented by the Provincial People's Committee to institutionalise the Party's guidelines and state policies and laws into local practical conditions. They will also review three draft resolutions presented by the Standing Committee of the Provincial People's Council and other related matters.

Speaking at the session, Provincial Party Secretary Trần Quốc Cường acknowledged and highly appreciated the achievements of various levels and sectors in the first six months of 2024. Notably, the successful organisation of the 70th anniversary of the Điện Biên Phủ Victory received commendation from Party and state leaders, central ministries, and visitors nationwide. Additionally, the completion of 5,000 charity houses for poor and near-poor households in the province under Project 09 was noted.

The Provincial Party Secretary also highlighted several limitations: the economic growth rate fell short of the planned target (1.39 percentage points lower than the set target of 10.14 per cent); the disbursement rate of public investment capital was low; and the progress in implementing key projects, investment attraction projects, and urban development projects lagged behind the plan. The progress in land allocation, forest allocation, and issuance of forest land use certificates was also slow. The implementation of national target programmes in the area showed significant limitations and very slow progress.

To achieve the set socio-economic development goals and tasks, the Provincial Party Secretary urged the delegates to focus on discussing and clarifying the causes of these limitations and weaknesses, particularly those related to the sense of responsibility, capacity, efficiency in management, administration, and organisation at various levels and sectors. Accordingly, they need to devise solutions to effectively perform tasks in the coming time, addressing the issue of officials and civil servants lacking a sense of responsibility, avoiding responsibility, and shirking duties in public service.
