Executive Board of Điện Biên provincial Party Committee convenes 18th conference

ĐBP - On October 2, the 15th Executive Board of the Điện Biên provincial Party Committee (2025 - 2030 tenure) convened its 18th Conference.

Attending the conference were members of the Standing Board of the provincial Party Committee, members of the Executive Board of the provincial Party Committee, representatives of central agencies monitoring the locality, leaders of provincial departments, boards, sectors, agencies, and units, alongside secretaries and chairmen of commune and ward People’s Committees.

At the conference, Head of the provincial Party Committee’s Organization Commission Phạm Đức Toàn announced the decisions of the provincial Party Committee and the Standing Board of the provincial Party Committee on piloting the establishment of the Party Committee of the provincial People’s Council, comprising 2 party organizations and 42 party members, appointing an Executive Committee of 9 members, and designating Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council Lê Thành Đô as Secretary of the Party Committee of the provincial People’s Council for the 2025 - 2030 term.

The decisions also established on a pilot basis the Party Committee of the provincial Fatherland Front and Mass Organizations, comprising 15 party organizations and 187 party members, appointing an Executive Committee of 13 members, and designating Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee Mùa A Vảng as Secretary of the Party Committee of the Vietnam Fatherland Front and provincial Mass Organizations for the 2025 - 2030 term.

At the conference, the Executive Board of the provincial Party Committee reviewed and provided opinions on numerous key matters regarding socio-economic development tasks, national defense and security safeguarding, and Party-building work for the closing months of 2026.

Within this agenda, the conference heard a summary report on the implementation of socio-economic development plans, national defense and security assurance, investment capital disbursement, and local budget revenue and expenditure tasks over the first 9 months of 2026, while defining focal tasks and solutions for the final 3 months. The conference evaluated the execution of political tasks during the first 9 months, set key orientations and tasks for the fourth quarter of 2026 for the provincial Party Committee, and considered adjustments and supplements to the provincial Party Committee’s 2026 inspection and supervision program. Simultaneously, delegates voted to approve the Resolution of the 18th Conference of the 15th Executive Board of the provincial Party Committee (2025 - 2030 tenure).

Delivering concluding remarks at the conference, Secretary of the provincial Party Committee Trần Tiến Dũng assessed that over the past 9 months, the province had deployed numerous key mandates, successfully concluding the reorganization of hamlets, villages, and residential quarters, as well as the restructuring of the educational system with broad consensus, while methodically executing new regulations and policies of the Government and the province in building the Party and political system.

The Standing Board of the provincial Party Committee focused direction on addressing 25 prolonged backlog projects, contributing to unblocking resources and combating wastefulness; meanwhile, the two-tier local governance model operated with increasing efficiency, closeness to the people, and greater grassroots initiative among communes and wards in fostering development.

The Secretary of the provincial Party Committee commended the concerted efforts of the entire political system, departments, sectors, and localities in executing socio-economic development tasks, particularly the spirit of innovative methodologies, enhanced coordination, and decisive implementation. This forms a vital foundation for the province to sustain its growth momentum and create clearer breakthroughs in the closing months of the year.

Regarding upcoming mandates, the Secretary of the provincial Party Committee urged continued enhancement of Party-building quality and political system consolidation, maintaining solidarity, and tightening discipline and order while fostering initiative, creativity, and the boldness to think, act, and take responsibility, resolutely penalizing tendencies to evade, pass off, or hinder task execution.

The Secretary of the provincial Party Committee emphasized the imperative to rectify shortcomings in operational organization, clearly assigning the right personnel, tasks, responsibilities, and deadlines, while reviewing and perfecting working regulations to guarantee execution within proper authority. Regarding economic growth, breakthrough approaches must focus on developing manufacturing, processing, trade, services, and tourism, accelerating public investment projects - especially key infrastructure works - while expanding the mobilization of off-budget capital, FDI, and capable strategic investors to enlarge the economic scale.

The Secretary of the provincial Party Committee also called for enhanced care for public health, elevating educational quality, formulating concrete solutions to tackle teacher shortages, and addressing child marriage and consanguineous marriage. The province must continuously safeguard national defense and security, grasp developments proactively, organize defense drills successfully, and step up foreign affairs and international cooperation.
