Joining the delegation were Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, Chairman of the provincial Vietnam Fatherland Front Committee; and members of the Standing Board of the provincial Party Committee.
At the working session, the Standing Board of the Party Committee of Pu Nhi commune and the Standing Boards of the Party Committees of the two communes Mường Phăng and Núa Ngam reported to the provincial Party Secretary and comrades in the working delegation on socio-economic development and ensuring national defense - security in the area.
Accordingly, 2025 was the first year of deploying the two-level local government model under conditions of administrative unit mergers, where the newly formed apparatus still faced many difficulties. However, with the close leadership of the provincial Party Committee, the drastic involvement of the entire political system, and the consensus of the people, the Party Committees of Mường Phăng, Pu Nhi, and Núa Ngam communes focused on comprehensive leadership and direction, effectively organizing the implementation of political tasks, achieving important and fairly comprehensive results in various fields.
In which, the economy continued to grow stably; agriculture and forestry held the leading role, while industry - construction and trade - services sectors contributed positively to economic structure shifting. Agricultural and forestry production continued to be given attention for deployment associated with the implementation of agricultural sector restructuring and the National Target Program on New-style Rural Building.
Industry and cottage industry were focused on directing the maintenance and expansion of operations of industrial and cottage industrial production establishments in the commune area. Planning, infrastructure investment, land management, and environmental resources were given attention for drastic direction, achieving many positive results.
The cultural - social field saw many positive changes; social security was ensured; poverty reduction and care for people with meritorious services and vulnerable groups were implemented fully and timely. Education, health, culture, and sports continued to maintain stability and step-by-step improve quality. Administrative reform and digital transformation were promoted; the validity and effectiveness of State management were increasingly raised. The government apparatus after the merger was basically stable and operated in an orderly manner.
National defense - security was held firm, social order and safety were ensured, not letting “hotspots” arise. Thereby, the people’s trust in the leadership of the Party and the government continued to be consolidated, creating a solid premise to complete the tasks of 2026 and subsequent years.
At the working session, representatives of the communes raised difficulties and obstacles in the area. Thereby, they proposed the provincial Party Committee soon issue regulations on cadre management decentralization; regulations on evaluating and ranking cadres and leadership collectives at all levels, serving as a basis for the commune to concretize and implement. They requested specific guidelines on organizing and consolidating specific commune-level associations for unified, effective deployment suitable to reality.
They proposed the province soon transfer regular military officers to the commune to improve the quality of local defense work; consider increasing payroll for commune-level agencies and supplementing teacher quotas for the commune; pay attention to investing in traffic infrastructure, suspension bridges, and electricity systems in some villages; and arrange funding for investment in community tourism spots. They proposed the provincial People’s Committee and the Department of Agriculture and Environment consider adjusting and removing from forest land planning areas without forests to develop high-tech agriculture and expand production...
Comrades in the Standing Board of the provincial Party Committee, leaders of the provincial People’s Committee, and representatives of departments and sectors also exchanged and oriented socio-economic development in the communes’ areas. Concluding the working session, provincial Party Secretary Trần Tiến Dũng acknowledged and highly appreciated the results the communes have achieved recently. He also requested the Party committees and authorities of the 3 communes: Mường Phăng, Pu Nhi, and Núa Ngam continue to promote Party building work, build a clean, strong political system, and innovate the motto towards being specific, with clear people, clear work, and clear responsibility.
The Standing Boards of the Party Committees of the communes must be responsible for immediately deploying the province’s resolutions on agricultural restructuring, urban development, private economy, and administrative reform. regarding tourism development, there needs to be a connection between localities. Localities must focus on effectively disbursing capital sources from national target programs, promote planning implementation, and proactively call for investors when planning is available.
Localities need to build and develop the commune’s land fund to develop resources for reinvestment. Along with that, focus on important contents leading up to the 14th National Party Congress, preparing well for the election of the National Assembly and People’s Councils at all levels for the 2026 - 2031 term. Communes need to be proactive, avoiding being passive or surprised by issues arising at the grassroots, and coordinate well between functional forces and associations and unions to promote propaganda and limit social evils occurring in the area. Party committees and authorities of communes need to study good models or methods of developed provinces, especially the application of information technology and digital transformation in local activities, creating conditions for socio-economic development in the coming time...
