Joining the working delegation were Ambassadors of Poland, Belgium, and Spain; leadership of the French Development Agency (AFD) in Việt Nam; alongside counselors, attachés, and economic experts representing the EU Delegation and embassies of member states.

Working with the delegation on behalf of Điện Biên province were Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Lê Văn Lương, together with leaders of relevant provincial departments and agencies.

In recent times, the European Union has actively supported Điện Biên province in developing infrastructure, enhancing transport connectivity, and responding to climate change through two projects: the multi-hazard management project for the Nậm Rốm river basin, co-financed by the EU and the French Development Agency (AFD) and rolled out from 2021 to near completion, which contributes to bolstering flood resilience across the central provincial area; and the integrated water resources management project serving livelihoods, adapting to climate change, and advancing socioeconomic development in Tuần Giáo district, Điện Biên province.

The working delegation of the European Union Delegation expressed the desire to sustain effective cooperation with Điện Biên province.

Anchored in the EVFTA and the Việt Nam - EU comprehensive partnership, Điện Biên targets a breakthrough during the 2026 - 2030 period to achieve double-digit economic growth of 10 - 11% annually. Điện Biên province prioritizes shifting its growth model toward rapid, green, and sustainable development through restructuring clean agriculture and forestry, researching carbon credit market development, establishing green urban areas and industrial zones, promoting the Special National Relic Site of the Điện Biên Phủ Battlefield, and accelerating digital transformation.

At the working session, Chairman of the provincial People’s Committee Lê Văn Lương requested that the EU Delegation continue offering attention and assistance to Điện Biên province in climate change adaptation, water resource management, climate-resilient agricultural development, and enhancing local resilience. He also sought assistance in connecting capable European businesses and investors to explore cooperation opportunities in renewable energy, high-tech agriculture, green tourism, urban infrastructure, and human resource development and training.

Leaders of the People’s Committee of Điện Biên province pledged to create all favorable, transparent conditions in full compliance with statutory regulations for EU partners to conduct surveys, conduct research, and execute projects.

The visit and working session in Điện Biên by the European Union Delegation contribute to strengthening cooperative ties, unlocking substantial opportunities to mobilize investment resources, support infrastructure development, and address climate change across the province in the coming time.
