The Fatherland Front organizations at all levels has proactively and creatively launched patriotic emulation movements, actively participated in building a clean and strong Party and government, and promoted democracy, representing and protecting the legal and legitimate rights and interests of the people. This has created broad social consensus, mobilizing the people’s strength to participate in socio-economic development, maintain national defense and security, and contribute alongside the Party Committee, government, and ethnic peoples to building an increasingly comprehensively developed and sustainable Điện Biên.
In the past term, the Vietnam Fatherland Front Committee and its member organizations at all levels in the province have inherited and promoted the glorious tradition of the Vietnam National United Front, continuously innovating their content and operational methods. They have effectively implemented the motto of focusing strongly on residential areas and the grassroots. Promoting patriotic emulation movements linked with practical campaigns has created high consensus among the people. They have mobilized the people to effectively implement socio-economic tasks, protect the socialist Fatherland of Vietnam, and maintain political security and social order in the province. The great national unity bloc has been increasingly expanded and firmly developed.
The “All people unite to build new rural areas and civilized urban centers” campaign continues to be deployed widely, becoming deeper and more practical, linked to key fields, tasks, and issues of public concern, and suited to the actual conditions of each locality. The Fatherland Front organizations at all levels have coordinated to disseminate information widely to officials, members, and the people through rich and diverse forms. Through this, they have mobilized people to contribute over VND 800 million, donate over 29,600m² of land, and contribute nearly 7,000 labor days to build roads, cultural houses, and public works.
The “Vietnamese people prioritize using Vietnamese goods” campaign continues to be implemented, contributing to raising the responsibility of all levels, sectors, localities, businesses, and the people in prioritizing the development of production and consumption of high-quality Vietnamese goods. This contributes to enhancing competitiveness and promoting economic growth. The Fatherland Front Committees at all levels have supported businesses and cooperatives in building and promoting product brands, and geographical indications for the province’s key specialty products, especially products linked in safe chains and OCOP products such as tea, coffee, and macadamia. Through this campaign, the people’s trust in Vietnamese goods has been strengthened. Many local businesses and cooperatives have affirmed their brands and positions, contributing positively to the province’s sustainable economic development.
The work of mobilizing and supporting the poor and other social security activities continue to be effectively implemented by the Fatherland Front organizations at all levels and its member organizations, strongly spreading the spirit of “For the poor - Leaving no one behind.” Annually, the Front at all levels in the province presides over the launch of the “For the Poor” Peak Month and coordinates many practical programs to care for poor households, attracting the active participation of organizations, businesses, individuals, and philanthropists inside and outside the province. From the “For the Poor” Fund, the entire province has received over VND 83.6 billion and allocated over VND 81 billion to build and repair 1,322 houses. Relief work has been carried out promptly, transparently, and to the right beneficiaries; VND 148.5 billion has been received, of which over VND 100.8 billion has been allocated to support families affected by natural disasters, fires, and incidents.
The Fatherland Front organizations at all levels has coordinated closely with member organizations to regularly, periodically, and unexpectedly provide feedback to party committees and authorities through various forms, with thousands of practical opinions related to the legal and legitimate rights and interests of the people. They actively participate in building a clean and strong Party and government. The entire province has organized 39 direct dialogues between the heads of party committees and authorities and the people, attracting 2,353 attendees and receiving 229 opinions and recommendations, which were promptly considered and resolved, helping to remove difficulties, create social consensus, and strengthen the people’s trust.
Supervision activities by the Fatherland Front organizations and socio-political organizations in the province have become more systematic, with many innovations in content and methods, and have mobilized the responsible participation of member organizations, sectors, and localities. The Fatherland Front organizations at all levels have presided over 97 supervisions, making 165 recommendations to competent authorities for consideration and resolution. Socio-political organizations at all levels have presided over 472 supervisions and critiques, thereby proposing many valid recommendations to promptly overcome limitations and inadequacies, and protect the people’s legitimate rights and interests. Social criticism has achieved positive results. The Fatherland Front organizations at all levels organized 17 criticism sessions with 167 practical contributions, helping to perfect guidelines and policies before their submission to People’s Councils and People’s Committees for issuance. The organization of meetings between elected representatives and voters and the collection of voters’ opinions and recommendations to reflect to the Party and State have progressively improved and innovated. The Fatherland Front organizations at all levels has coordinated and presided over 1,521 voter contact meetings, recording 4,979 opinions and recommendations sent to party committees and authorities.
Grassroots reconciliation work and the handling of petitions, complaints, and denunciations have seen much innovation, becoming more systematic, with the annual rate of successful reconciliations consistently exceeding 74%. The People’s Inspection Boards and Community Investment Supervision Boards are operating more proactively and effectively.
The Standing Board of the Vietnam Fatherland Front Committee at all levels in the province has actively implemented Resolution No.18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee “on continuing to innovate, rearrange the organizational apparatus of the political system, streamlined, effective and efficient.” It has advised on and presided over the development and submission of Project No.20-ĐA/TU dated April 27, 2025, to the provincial Party Standing Committee on rearranging and streamlining the organizational apparatus of the Vietnam Fatherland Front, socio-political organizations, and mass associations assigned tasks by the Party and State in the province. It has reorganized the two-level Front and socio-political organization system locally, ensuring unified, effective operation, improving operational quality, and strengthening the grassroots orientation. This helps reduce administrative costs, increase coordination efficiency, and bring the Fatherland Front organizations closer to the people, supporting the two-level local government in performing its state management functions and serving the people. The organizational structure of the Committee, the Standing Board, and the specialized agencies of the Fatherland Front organizations at all levels in the province are regularly consolidated and strengthened to ensure structure, composition, quantity, and quality.
Promoting the results and valuable experiences of the past term, the Điện Biên provincial Vietnam Fatherland Front Committee has determined to enter the 2025 - 2030 period with an aspiration for even stronger innovation, continuing to affirm its role as the center of unity and a solid bridge between the Party, the State, and the people. However, infrastructure is not yet synchronized, and the quality of human resources and the scale of the economy are still small; the poverty rate remains high; social evils are still complex in some aspects; and hostile forces continue to implement the “peaceful evolution” strategy, exploiting issues of democracy, human rights, ethnicity, and religion, especially social security and anti-corruption, to oppose the Party and State, plotting to destabilize political security. These are significant challenges for the Front system and socio-political organizations in performing their tasks of participating in the province’s socio-economic development and national defense-security.
To successfully achieve the goals in the coming period, the provincial Vietnam Fatherland Front Committee has identified a focus on implementing the following key tasks and programs:
First, continue to promote the tradition of unity and the spirit of self-reliance of the nation; enhance the role and position of the provincial Vietnam Fatherland Front Committee and its member organizations; diversify forms of communication, and continuously innovate content and operational methods in a practical, effective direction. Strengthen policy communication solutions to mobilize all classes of people to heighten revolutionary vigilance, and to actively fight and refute wrongful, hostile views. This will consolidate and promote the strength of the great national unity bloc, building an ever-stronger Vietnam Fatherland Front, worthy of being the center of the people’s unity.
Second, promote democracy, improve the quality and efficiency of social supervision and criticism; represent and protect the legal and legitimate rights and interests of the people; strengthen social consensus, consolidating and enhancing the people’s trust in the Party committees and government.
Third, promote patriotic emulation movements and campaigns launched by the Central Committee of the Vietnam Fatherland Front, foster creative solidarity, participate in building civilized urban areas and modern rural areas, and develop the socio-economy while maintaining national defense and security. Strengthen guidance, build and replicate pilot models and exemplary residential areas; inspire a spirit of creative emulation among the people, promote their sense of mastery and community self-governance, contributing to building a cultural, prosperous, and happy life, and building a rich, beautiful, and civilized Điện Biên homeland.
Fourth, improve the efficiency of people-to-people diplomacy, expand cooperative relations, and friendly exchanges between the Front and people’s organizations of the northern provinces of Laos and Yunnan province (China). Strengthen communication to mobilize people in border areas to properly abide by the Party’s and State’s guidelines and policies; join hands to protect national border sovereignty, maintain security and order, and build a border of peace, friendship, cooperation, and sustainable development.
Last but not least, focus on building a streamlined, effective organizational apparatus; improve the quality of the contingent of Front officials to be capable, reputable, enthusiastic, responsible, courageous, and daring to think, act, and confront difficulties and challenges. Strengthen the application of information technology and digital transformation in the Front’s leadership, management, and activities, ensuring effectiveness, efficiency, and a strong grassroots orientation, striving for the goal of turning Điện Biên into a province developed towards a green, smart, and sustainable economy by 2030; one of the region’s tourism centers; and a fairly developed province in the region.
