Many important resolutions were issued in a timely manner, consistent with the Party’s guidelines, the State’s policies and laws, and the practical situation of the province. Thereby, creating positive changes in the fields of socio-economics, national defense - security, maintaining political stability, and contributing to improving the material and spiritual life of the people.
In the 2021 - 2026 term, the provincial People’s Council has 52 deputies, an increase of 1 deputy compared to the previous term. Immediately after the election, the provincial People’s Council consolidated and perfected the organizational structure of the apparatus to ensure compliance with the law, democracy, objectivity, and responsibility. In the process of operation, the provincial People’s Council has inherited and promoted the results and lessons learned from the previous term; constantly innovating, creating, and being flexible in activities, performing well the functions and tasks of a state power agency at the local level.
Applying information technology to operations is one of the outstanding results of the provincial People’s Council. Especially, facing the complex developments of the Covid-19 epidemic in localities, the Standing Board of the provincial People’s Council decided to organize the 6th Session of the 15th Provincial People’s Council in an online format across the province; simultaneously applying “Paperless Meeting” software, contributing to effectively implementing the “dual goal” of both preventing and controlling the Covid-19 epidemic and restoring and developing socio-economics.
The presentation of reports on socio-economic development and ensuring national defense - security by the Provincial People’s Committee at regular sessions of the provincial People’s Council using intuitive and vivid images has helped deputies clearly see the achieved results, shortcomings, limitations, and causes; having accurate and objective assessments, thereby making recommendations and proposals suitable to the actual situation of the locality. The quality of sessions has been significantly improved towards openness, democracy, flexibility, and scientificity; the meeting chairperson always promotes the democratic spirit, suggesting and orienting deputies of the provincial People’s Council to focus on discussing and clarifying key issues, creating high consensus before voting to pass resolutions.
In the 2021 - 2026 term, the provincial People’s Council organized 25 sessions, including 10 regular sessions, 3 thematic sessions, and 12 sessions to resolve unexpected arising work; considered and issued 393 resolutions. The issued resolutions ensure compliance with legal regulations, timely institutionalizing resolutions of the Party committee into specific goals and tasks in each field; concretizing Central regimes and policies suitable to the local actual situation and legitimate aspirations of the people; and are seriously implemented by the People’s Committee, sectors, and levels, promoting effectiveness in practice.
Thematic supervision activities of the People’s Council, the Standing Board of the People’s Council, and the Boards of the provincial People’s Council continue to be innovated in content and implementation methods, contributing to improving the quality and effectiveness of supervision activities. In the 2021 - 2026 term, the provincial People’s Council, the Standing Board of the provincial People’s Council, and the Boards of the provincial People’s Council organized 31 thematic supervision sessions. Through supervision activities, supervision delegations evaluated the implementation results of levels, sectors, and grassroots units, pointing out the causes of limitations needing to be overcome in the coming time and the responsibilities of the Provincial People’s Committee, agencies, and units for limitations; recommending levels to consider and resolve 439 recommendations, with the rate of resolving post-supervision recommendations reaching over 96%, meeting set requirements.
The Standing Board of the provincial People’s Council directs the Boards of the provincial People’s Council to regularly monitor, review, self-inspect, and supervise the deployment and implementation of resolutions issued by the provincial People’s Council, decisions of the provincial People’s Committee, and resolutions of local People’s Councils showing signs of being contrary to the Constitution, laws, documents of superior state agencies, and resolutions of the People’s Council at the same level, especially mechanisms, policies, and administrative procedures that are still loopholes, complicated, and easily abused leading to corruption and negativity; proposing and submitting to the provincial People’s Council to issue, amend, and supplement promptly to limit abuse and profiteering, contributing to the work of preventing and combating corruption and negativity.
The Boards of the provincial People’s Council supervised 310 legal normative documents of the provincial People’s Committee, People’s Councils of districts, towns, and cities from 2004 to the end of 2023; reviewed 145 related legal normative documents subject to the impact of streamlining and arranging the apparatus issued by the provincial People’s Council from 2004 - 2024 and reviewed 130 legal normative resolutions issued by the provincial People’s Council from 2004 - 2022 (still effective).
The Standing Board of the provincial People’s Council coordinated with the provincial People’s Committee to unify the resolution of 89 arising contents between 2 sessions of the provincial People’s Council under the authority of the Standing Board of the provincial People’s Council according to regulations of the State Budget Law, serving as a basis for the provincial People’s Committee and related agencies to organize timely implementation, meeting the requirements of state management tasks in the provincial area, contributing to promoting socio-economic development; leaders of the Standing Board of the provincial People’s Council guided and answered contents related to the process of preparing and operating the new commune-level apparatus under the authority of the People’s Council and agencies of the 2-tier People’s Council; issued resolutions appointing personnel to hold titles of Chairman, Vice Chairman, Head of Board of the People’s Council and Chairman, Vice Chairman of the People’s Committee of communes and wards for the 2021 - 2026 term, ensuring regulations.
Leaders of the Standing Board of the provincial People’s Council coordinated with the Standing Board of the old district-level People’s Council to successfully organize 3 conferences to exchange experiences on activities of the 2-tier People’s Council (province - district), term 2021 - 2026 with themes: “Innovating, improving quality and efficiency of thematic supervision activities; verification work of People’s Council Boards and advisory, assisting, and serving work of the office for activities of the People’s Council, Standing Board of the People’s Council, and Boards of the People’s Council”; “Improving quality and efficiency of organizing sessions of the 2-tier People’s Council, province - district”; “Innovating, improving quality and efficiency of voter contact activities of People’s Council deputies and activities supervising the resolution of voter recommendations, implementing resolutions, conclusions, and supervision recommendations of the People’s Council, Standing Board of the People’s Council, and Boards of the People’s Council” to improve the quality of activities of People’s Councils at all levels in Điện Biên province, meeting operation requirements in the new situation.
Under the leadership and direction of the provincial Party Committee and the guidance of the National Assembly Standing Board, the 15th Điện Biên provincial People’s Council, term 2021 - 2026, has constantly innovated and been flexible in activities, making important contributions to successfully implementing the province’s development goals and tasks; consolidating the people’s trust in the Party and the government; improving the validity and efficiency of local government operations, meeting the requirements of building a streamlined, effective apparatus serving the people in the new situation.
