Điện Biên implements directives on Party congresses at all levels

ĐBP – The Party Committee of Điện Biên Province on Friday held a conference to disseminate directives and guidelines for organising Party congresses at all levels in the province and to provide a briefing on the outcomes of the 10th plenum of the 13th Party Central Committee.

The conference was conducted both in person and via online platforms, connecting 11 locations across the province.

Delegates attend the meeting.

Participants in the conference included Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Provincial Standing Committee; leaders of the Provincial People's Council and People's Committee; members of the National Assembly delegation; as well as leaders from departments, agencies, and organisations.

At the conference, Permanent Deputy Secretary Mùa A Sơn presented the key points and new updates in Politburo Directive No 35-CT/TW issued on June 14, 2024, and Plan No 158-KH/TU, issued by the Provincial Party Committee on July 18, 2024, to implement the directive.

Directive No 35-CT/TW outlines clear principles, objectives, and requirements for preparing Party congresses at all levels. It serves as a comprehensive guide for Party committees and organisations to thoroughly understand, lead, direct, and implement congress preparations uniformly across the entire political system.

The directive sets up seven key requirements for preparing and conducting Party congresses for the 2025-2030 tenure, including a new emphasis on the Politburo’s call for continued reforms in personnel work, improved preparation of leadership candidates, and enhanced quality in the drafting of congress documents.

Plan No 158-KH/TU from the Provincial Party Committee outlines the specific requirements and content for organising Party congresses at all levels within the Provincial Party Committee for the 2025-2030 tenure.

Phạm Khắc Quân, head of the Provincial Party Committee’s Organisation Commission, provided a detailed explanation of Guideline No 27-HD/BTCTW, issued by the Central Organisation Commission on August 26, 2024. This guideline outlines certain aspects of Politburo Directive No 35-CT/TW concerning the preparation for Party congresses at all levels in the lead-up to the 14th National Party Congress.

He also explained Guideline No 03-HD/TU, issued by the Provincial Party Standing Committee on September 19, 2024, which addresses the implementation of Politburo Directive No 35-CT/TW and Central Organisation Commission Guideline No 27-HD/BTCTW.

Key points covered in these guidelines include aspects of organising Party congresses at all levels, particularly the dissemination efforts regarding these congresses in preparation for the 14th National Party Congress, as well as the establishment of personnel subcommittees.

Guideline No 03-HD/TU from the Provincial Party Standing Committee focuses on several crucial areas. This includes organising Party congresses at all levels, strengthening dissemination efforts, forming personnel subcommittees, and preparing personnel plans. It also specifies several requirements for personnel work.

Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee presents some of the central and provincial directives and guidelines at the conference.

Secretary of the Provincial Party Committee Trần Quốc Cường, and Mùa A Vảng, an alternate member of the Party Central Committee and Chairman of the Provincial Fatherland Front, provided a quick summary of the main outcomes of the 10th plenum of the 13th Party Central Committee.

The session, held in Hà Nội from September 18-20, discussed and offered opinions on several key issues. These included the draft Political Report of the 13th Party Central Committee and the draft summary report on theoretical and practical issues related to Việt Nam's socialist-oriented reform process over the past 40 years.

Additionally, the session reviewed the draft report on the 13th Party Central Committee’s work on Party building and the implementation of the Party Charter.

Furthermore, the session evaluated the draft report on the implementation of the 10-year socio-economic development strategy for the 2021-2030 period, including tasks and directions for socio-economic development from the 2026-2030 period. The session also reviewed personnel work for the 13th Party Central Committee and provided orientations for personnel work for the 14th Central Committee.

Other significant topics discussed included the policy on investment in a high-speed railway project along the North-South axis and the proposal to establish Huế as a centrally administered city, along with several other important matters.

Cường emphasised that the results of the 10th plenum of the 13th Party Central Committee reflect a strong sense of responsibility, unity, and consensus within the Central Committee.

These outcomes contribute significantly to consolidating and promoting the achievements of the entire Party, people, and military, creating new momentum for comprehensive and synchronised reforms, as well as for building a clean and strong Party and political system, he said.
