Hà Thị Nga, Vice President of the Central Committee of the Vietnam Fatherland Front, and Trần Tiến Dũng, Secretary of the Điện Biên provincial Party Committee, attended and directed the Congress.
The 14th Congress of Delegates of the provincial Vietnam Fatherland Front, with the theme “Solidarity - Democracy - Creativity - Development,” gathered 400 delegates, including 300 official delegates representing all classes of people, socio-political organizations, religions, and ethnic groups in the province.
In his opening speech, Mùa A Vảng, Alternate Member of the Party Central Committee, Deputy Secretary of the provincial Party Committee, and Chairman of the provincial Vietnam Fatherland Front Committee, emphasized that in the past term, the Fatherland Front at all levels in the province closely followed the direction of the Government and the provincial Party Committee, innovated content and operational methods, and created broad social consensus. In every movement, the Front determined to take the people as the center and the subject. All action programs aimed at practical benefits for the people.
The provincial Vietnam Fatherland Front contributed significantly to the province’s outstanding results, such as an average GRDP growth of 8.76%/year, GRDP per capita reaching VND 54 million, the poverty rate decreasing to 17.66%, and strong progress in infrastructure and social security.
The political report presented at the Congress showed many important results in the 2024-2029 term, especially the completion of 835/835 temporary and dilapidated houses. The “For the Poor” Fund mobilized over VND 83 billion, supporting thousands of disadvantaged households. Movements like “All people unite to build new rural areas and civilized urban centers” and “All people protect national security” were deployed strongly, creating clear changes at the grassroots level. Social supervision and criticism became increasingly substantive, helping to strengthen the people’s trust in the political system.
Another important highlight is that the provincial Vietnam Fatherland Front actively participated in Party building and government building; implemented the two-level government model; and ensured the effectiveness of people-to-people diplomatic activities, especially in border areas.
Based on the analysis of the situation and new requirements, the Congress agreed to implement 6 major action programs with 19 specific targets in the 2025-2030 term. The focus is on promoting communication, mobilization, and gathering of all classes of people; promoting the role of self-management in the community; improving the quality of social supervision and criticism; and actively participating in building the Party and government, ensuring that all guidelines and policies stem from the practical interests of the people.
Speaking at the Congress, Hà Thị Nga, Vice President of the Central Committee of the Vietnam Fatherland Front, highly appreciated the innovation efforts of the Điện Biên provincial Vietnam Fatherland Front in recent times, especially in promoting the strength of great solidarity, creating social consensus, and deploying many creative models and methods at the grassroots.
Nga requested the provincial Vietnam Fatherland Front to continue maintaining its role as a political alliance, a reliable bridge between the Party, the government, and the people; and to thoroughly grasp the General Secretary’s guiding viewpoint on “taking the people as the center, the subject, and the driving force of innovation,” considering people’s satisfaction as the most important measure in all activities of the Front.
Along with that is innovating emulation movements and campaigns in a substantive direction, linked to the province’s sustainable development goals; focusing on training a contingent of Front officials who are courageous, daring to think and act, close to the people, and firmly grasping reality; and operating the new organizational model in the direction of clear tasks, clear responsibilities, and taking the quality of service to the people as the goal.
Affirming that the results in implementing the province’s socio-economic and national defense-security tasks in recent times have had a significant contribution from the Fatherland Front at all levels, Secretary of the provincial Party Committee Trần Tiến Dũng also pointed out several key tasks to focus on in the upcoming term. In particular, the Fatherland Front needs to consistently implement the guiding viewpoint of Party General Secretary Tô Lâm at the 1st Congress of the Fatherland Front Party Committee and Central Mass Organizations, term 2025-2030; and consolidate the organization and coordination mechanism in the direction of “One task, one focal point, one deadline, one result.”
It is necessary to promote communication and effectively implement campaigns and patriotic emulation movements; and actively participate in building a clean, strong, and comprehensive Party and political system. He suggested that immediately after the Congress, the provincial Vietnam Fatherland Front Committee should focus on amending and supplementing working regulations and assigning tasks to members of the provincial Vietnam Fatherland Front Committee; and promptly build and deploy plans and action programs to implement the Congress Resolution, ensuring suitability with actual conditions and situations, contributing to the successful implementation of the goals and tasks set by the Resolution of the 15th provincial Party Congress.
The first conference of the 14th provincial Vietnam Fatherland Front Committee, term 2025-2030, agreed to negotiate and appoint positions in the Standing Board. Mùa A Vảng continued to be appointed as Chairman of the 14th provincial Vietnam Fatherland Front Committee, along with 7 comrades holding the position of Vice Chairpersons. The Congress also negotiated to send 12 official delegates and 2 alternate delegates representing Điện Biên province to attend the 11th National Congress of the Vietnam Fatherland Front.
In his closing speech, Chairman of the provincial Vietnam Fatherland Front Committee Mùa A Vảng called on all classes of people of ethnic groups in the province to continue promoting the tradition of solidarity, patriotism, diligence, and creative labor, determined to successfully implement the Congress’s Action Program, striving to turn Điện Biên into a province developed towards a green, smart, and sustainable economy by 2030.
