ĐBP – Vice Chairman of the Điện Biên Province People’s Committee, Lò Văn Tiến, chaired a meeting on Wednesday to review the district's socio-economic development, national defence and security, the disbursement progress of public investment capital, and the outcomes of the National Target Programmes and disaster prevention efforts during the first seven months of 2024 in Mường Ảng District.

In the first seven months of 2024, despite facing numerous challenges, Mường Ảng District's economy continued to develop, with several indicators achieving favourable results compared to the plan and showing significant growth over the same period last year. Agricultural, forestry, and fishery production remained stable, with grain production surpassing that of the previous year. The industrial sector maintained its momentum, with a focus on urban infrastructure investment.

The total state budget revenue for the first seven months reached VNĐ557.85 billion, achieving 85.89 per cent of the provincial target and 85.67 per cent of the target set by the District People's Council. National defence and security were effectively maintained.

The total area of forested and non-forested land in Mường Ảng District approved for measurement was more than 11,805 hectares out of 13,077 hectares, accounting for 90.3 per cent of the total. A total of 5,246 land use right certificates have been issued, covering an area of over 11,527 hectares, representing 97.64 per cent of the plan. The issuance of land use right certificates to organisations has also been prioritised, with 47 out of 192 agencies and organisations receiving certificates, accounting for 24.5 per cent of the plan. The district is striving to complete this process by the end of 2024.

As of July 31, the disbursement and payment value of public investment capital in Mường Ảng District stood at VNĐ102.2 billion, reaching 40 per cent of the plan. For capital allocated for the development of the three National Target Programmes, VNĐ172.5 billion was allocated, and by the end of July, VNĐ77 billion had been disbursed, accounting for 45 per cent of the plan.

The total capital extended from 2022 to 2024 was VNĐ5.1 billion, with 49 per cent disbursed and paid by the end of July. For the non-business capital of the three National Target Programmes in 2024, VNĐ91.2 billion was allocated (including extended capital), with cumulative disbursement and payment reaching over VNĐ9.33 billion, accounting for 10.23 per cent of the plan.

Since the beginning of 2024, drought, strong winds, and thunderstorms have caused damage to people and property estimated at over VNĐ8 billion.

The Mường Ảng District People's Committee has proposed that the Provincial People's Committee and relevant provincial departments consider adjusting the state budget capital plan for the 2021-2025 period, with an increase of VNĐ2.5 billion. This adjustment is required to amend and supplement the project for the first phase of Mường Ảng District Cemetery, as outlined in the conclusion of the meeting with the provincial chairman on 5 October 2023.

Additionally, the district has requested the inclusion of the Na Luông Cultural Centre project in Ẳng Nưa Commune within the 2021-2025 investment phase, with a total investment of VNĐ1.29 billion. The proposal also includes additional funding for non-business capital to support the three National Target Programmes and allocate resources for disaster recovery and mitigation projects.

Vice Chairman of the Provincial People's Committee, Lò Văn Tiến, expressed general agreement with the proposed solutions for the remaining months of the year. He urged Mường Ảng District to rigorously implement the directives from the Government and the Provincial People's Committee on accelerating public investment disbursement, particularly for projects under the "Lighting Up Điện Biên" programme.

Tiến also stressed the importance of ensuring clarity and sustainability in the implementation of production support projects funded by the National Target Programmes. He advised the district to continue maintaining and enhancing the quality of new rural development criteria in the two certified communes and to focus on developing new rural areas within villages.

Earlier, Tiến conducted field inspections of the investment project for Ẳng Tở Primary School, the crop restructuring model under the agricultural sector restructuring project in Giảng Village, Ẳng Cang Commune, and the land and forest allocation work in Ẳng Cang Commune.
