Strengthening inspection, supervision, and promoting effectiveness of preferential loan sources

ĐBP - Facing the requirement to improve credit quality in the new period, the Mường Nhé Social Policy Bank (VBSP) has strengthened the inspection and supervision of important preferential credit programs.

Thereby, it timely detects and rectifies existences and limitations, while promoting the effectiveness of preferential loan sources, ensuring policy credit capital reaches the right beneficiaries, is used for the right purposes, and achieves the highest efficiency.

Acting as an important “bridge” between the guidelines and policies of the Party and State and the people, Mường Nhé VBSP has been affirming its effectiveness in bringing preferential credit capital to the right beneficiaries, contributing to helping poor households, near-poor households, and policy beneficiaries gradually rise to develop the economy and stabilize their lives. Through the synchronous implementation of policy credit programs, preferential capital has truly become a “lever” promoting sustainable poverty reduction, ensuring social security, and building new rural areas in localities.

In 2025 alone, the Mường Nhé VBSP Transaction Office disbursed loans to 1,875 households with a total amount of more than VND 143 billion. The capital sources are mainly used for agricultural production development, livestock farming, and job creation, thereby helping many households improve their income and living standards.

To achieve those positive results, inspection and supervision work is always prioritized by Mường Nhé VBSP, considering this a key factor ensuring credit quality and efficiency. In 2025, entrusted associations and mass organizations coordinated to organize inspections of 1,875 borrowing households; at the same time, Mường Nhé VBSP performed reconciliation and debt classification for 7,018 customers, timely grasping the capital usage situation and rectifying arising existences and limitations.

Besides that, the role of mass organizations and the team of Savings and Loan Group leaders continues to be effectively promoted. In the unit’s management area, there are currently 120 villages with 185 operating Savings and Loan Groups, becoming the “extended arm” of VBSP in managing and supervising loan capital right from the grassroots level.

At the Savings and Loan Group of Nậm San 2 village (Mường Nhé commune), there are currently 59 members participating in borrowing capital with a total outstanding debt reaching more than VND 2.5 billion. Thanks to doing well in the review, selection, and supervision stages, policy credit capital has been promoting clear effectiveness in household economic development.

Giàng A Thày, Leader of the Savings and Loan Group of Nậm San 2 village, shared: “Before lending, the group gathers the people, reviews each household carefully to see if they are truly poor or difficult households, if they have business needs, then considers lending. Loan disbursement must be to the right people and right subjects for preferential capital to be effective. Not stopping there, after people receive the loan, the group regularly coordinates with mass organizations and VBSP to inspect the actual use of capital. Borrowers must use it for the right job; whatever animals they raise or trees they plant, the group comes to see and remind them to do it well.”

Determining that inspection and supervision work is a key factor to promote the effectiveness of preferential loan sources, Mường Nhé VBSP has deployed many synchronous solutions, in which focusing on close coordination with socio-political organizations and the network of Savings and Loan Groups at the grassroots level.

Through the Women’s Union, Farmers’ Union, Veterans Association, and Youth Union, policy credit programs are widely propagated, helping people clearly understand the purpose and meaning of the capital source, while improving the sense of responsibility in the process of borrowing and using capital. Along with propaganda work, inspection and supervision activities are carried out regularly and continuously, sticking close to the area and the borrowers.

From the stage of selection and review of subjects to disbursement and post-lending monitoring, everything is carried out openly and transparently, ensuring policy credit capital reaches the right people, right subjects, and is used for the right purposes. It is the closeness and responsibility from the grassroots level that has contributed to strictly managing preferential loan sources, limiting overdue debts, and creating firm confidence for the people in the State’s credit policy.

Dương Thành Nghĩa, Director of the Mường Nhé VBSP Transaction Office, said: Based on the actual borrowing needs of households to develop the economy and solve employment, the unit has timely disbursed capital sources to subjects in need. Through the process of disbursement, inspection, and grasping the actual situation at the grassroots level, we realize that most borrowing households use capital for the right purposes and promote efficiency in production and business, contributing to stabilizing and increasing income.

Implementation reality shows that the preferential credit policies of Mường Nhé VBSP have brought practical effectiveness, especially for poor households and ethnic minorities. Many members have had conditions to start a business, expand production, and gradually rise to escape poverty sustainably. From there, preferential loan sources have become a “lever” for household economic development; contributing positively to hunger eradication, poverty reduction, income improvement, and promoting socio-economic development for people in the area.
