In that context, the province has proactively and drastically implemented synchronous economic development solutions; people and businesses have joined forces to overcome difficulties, promote production and business, striving to complete the full-year growth target of 8.5%.
According to the provincial People’s Committee report, by the end of September 2025, GRDP is estimated to increase by 6.76%, significantly lower than the set growth scenario. To reach the 8.5% growth target for the whole year, in the final months, under the close direction of the Provincial Party Committee and the coordination of the People’s Council, Fatherland Front, and socio-political organizations, the provincial People’s Committee continues to be proactive, flexible, and drastically implement tasks in the spirit of “6 clears”: Clear person, clear task, clear time, clear responsibility, clear product, clear authority. The goal is to timely remove obstacles, accelerate to the finish line, and achieve growth according to the proposed scenario.
Completing the disbursement of the public investment capital plan is an important task, playing a decisive role in “reaching the finish line” of the growth target. Accordingly, the accumulated disbursement of the State budget investment capital plan for 2025 until October 31 is VND 1,691/3,814.413 billion, reaching 44.33% of the plan. Accumulated disbursement until November 24 reached 47.90% of the plan; estimated disbursement until November 30 reaches 51.02% of the plan; estimated disbursement until January 31, 2026, reaches 99.63% of the capital plan. The accumulated disbursement of capital extended from 2024 to 2025 until October 31, 2025, is VND 123.187/376.886 billion (reaching 32.68% of the plan). Specifically, the disbursement rate for 3 National Target Programs until the end of October 31 is VND 550.055/1,082.688 billion, reaching 50.8% of the capital plan assigned by the Prime Minister; estimated disbursement until November 30 reaches 58% of the plan.
The disbursement rate until the end of October (including supplementary allocated capital) only reached 44.33% of the plan; although higher than the disbursement rate in the same period of 2024 (41.92%), it has not yet reached the disbursement rate target set by Directive No.735/CT-UBND dated February 27, 2025 (from 75 - 80%). Therefore, the pressure to disburse in the final months of the year is immense. From now until the end of the year, the entire province must disburse the remaining capital amount, which is even higher than the total capital disbursed in the past 10 months.
To complete the capital disbursement plan, the Provincial People’s Committee requires investors to coordinate closely with local authorities to completely resolve obstacles in compensation, site clearance, and resettlement for key projects with large total capital before November 30, 2025, to hand over construction sites. At the same time, urge contractors to remove difficulties, accelerate progress, and construct to compensate for the delay immediately after having the site. For inter-level school projects in border communes, investors must complete dossiers, submit for appraisal and approval before December 5, 2025, and simultaneously accelerate construction to disburse 100% of the supplementary allocated capital plan. Units that have just had their 2025 capital adjusted and supplemented must urgently complete dossiers and disburse the entire capital amount before December 15, 2025. Regarding acceptance and payment, strictly implement Decree No.254/2025/ND-CP, maximizing regulations on decentralization, shortening procedures, simplifying dossiers; creating payment dossiers immediately upon volume acceptance, avoiding accumulation at the end of the month or year.
For the 3 National Target Programs, agencies, units, and localities accelerate the progress and disbursement of extended projects, avoiding capital recovery. At the same time, adhere to Resolution No.111/2024/QH15 to timely handle obstacles; synthesize reports, propose adjustments to content suitable for reality and legal regulations, ensuring effective implementation.
From the beginning of October until now, the provincial Party Committee and the Provincial People’s Committee have continuously organized meetings to discuss solutions to remove difficulties and obstacles, accelerate the progress of programs and projects, and promote public investment capital disbursement. The provincial People’s Committee requires departments, branches, localities, and investors to sign commitments on disbursement rates until the end of 2025.
Nguyễn Hữu Hiệp, Director of the Project Management Board for Agricultural and Rural Development Works, said: “The unit has signed a commitment to disburse 2025 capital with the Provincial People’s Committee. Currently, the Board focuses on coordinating with departments, branches, and localities to accelerate site clearance; and urges contractors to maximize resource mobilization to ensure progress. The goal is to complete the disbursement of 100% of the 2025 capital plan.”
From the beginning of the year until now, agricultural production has continued to develop towards increasing added value, expanding, and sharply increasing the area of industrial crops. Many localities have focused on switching to planting crops with high economic value such as: Macadamia, coffee, cinnamon replacing traditional crops. Besides, developing OCOP products towards organic direction, enhancing production - consumption linkage is promoted; natural disaster prevention and control work is focused on.
Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, said: “Units in the agriculture and environment sector continue to strengthen inspection and disease control, ensuring crops such as: Rice, macadamia, coffee, and livestock products achieve the best productivity and quality. At the same time, the department focuses on removing difficulties and obstacles in site clearance for key projects, contributing to the province’s overall growth.”
From the beginning of the year until now, the industrial sector has seen strong changes. The province has completed and put into operation 3 hydropower plants (Phi Lĩnh, Mường Mươn, Nậm Núa 2) with a total capacity of 47.5MW, raising the total number of hydropower plants in the province to 23 with an installed capacity of 326.8MW. Along with production, energy infrastructure is invested synchronously and modernly. The Mường Chà - Long Tạo 110kV line has been completed and energized, increasing supply capacity for the northern region. The Điện Biên 220kV Substation, Sơn La - Điện Biên 220kV line, and Mường Tùng, Chiềng Sơ 2, Ma Thì Hồ hydropower projects continue to be directed for implementation on schedule. The rural electricity supply program and “Brightening Điện Biên” are promoted, bringing electricity to remote, isolated, and specially difficult areas, expanding national electricity coverage and raising the rate of households using grid electricity to 96.2% in 2025, completing the plan target.
Vũ Hồng Sơn, Director of the Department of Industry and Trade, said: In the final months of the year, the Industry and Trade sector strengthens urging to accelerate the progress of ongoing hydropower projects; implementing 2 wind power projects with an expected total capacity of 300MW. At the same time, continue to promote the progress of processing industry projects, contributing to increasing industrial production value and promoting overall economic growth of the province.
Time is running out while the workload is very large, but with high determination and a spirit of innovation, Điện Biên province is striving to stick to the plan, striving to achieve GRDP growth according to the proposed scenario.
