Secretary of the Điện Biên Provincial Party Committee Cường inspects key project progress

ĐBP – Secretary of the Điện Biên Provincial Party Committee Trần Quốc Cường on Friday inspected the progress of several key projects and met with representatives of families who have yet to agree with the land compensation policies related to these projects.

Mùa A Sơn, Permanent Deputy Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Lò Văn Phương, Member of the Provincial Party Standing Committee and Chairman of the Provincial People's Council; and leaders from several departments and sectors also joined the inspection.

Secretary Cường conducted an on-site inspection of the Nậm Rốm River Basin Multi-Disaster Management Project, which aims to protect public welfare, enhance climate change adaptation, and support Điện Biên’s socio-economic development.

The project requires the acquisition of over 92.3 hectares of land from 534 households, individuals, and organisations. To date, Điện Biên District has approved compensation and land clearance for 119 households, covering over 35.8 hectares, with total compensation costs amounting to VNĐ20.03 billion.

Điện Biên Phủ City has not yet approved compensation and clearance plans for affected households.

The project has launched construction for six out of seven contract packages. The final package, dredging the riverbed, will begin once the riverbank reinforcement is completed.

As of now, the construction value is estimated at VNĐ151.5 billion, achieving 24.82 per cent of the contract value.

Secretary Cường and the delegation review the progress of the Điện Biên Provincial Guesthouse Project.

Cường urged the project investor to strongly push contractors to mobilise resources, accelerate project construction, and increase the disbursement rate for the 2024 capital plan.

During construction, special attention should be given to ensuring occupational safety, protecting the environment, and enhancing the project’s landscape and aesthetics.

He emphasised that the People’s Committee of Điện Biên Phủ City must strengthen management of public land behind the project, taking firm action to prevent unauthorised re-encroachment or use by local residents.

The second project inspected was the Điện Biên Provincial Guesthouse. Construction and equipment installation are largely complete, readying the facility for operation.

With a cumulative capital allocation of VNĐ100 billion, 67 per cent of the plan has been achieved, and 100 per cent of allocated capital has been disbursed.

Cường directed that the investor and construction unit complete all project items by December 2024 to ensure full operational readiness for major provincial events, including the closing ceremony of the National Tourism Year – Điện Biên 2024, scheduled for late December.

Cường also inspected the progress of the Động Lực Road Project. To date, the project has reached a total construction value of approximately VNĐ554 billion out of the contracted VNĐ937 billion, completing 60 per cent of the contract volume.

After conducting a field inspection, Cường met with representatives of six households who have not yet agreed with the project's land clearance compensation policies at the Noong Bua Ward People's Committee.

During the meeting, the residents explained the history and origin of their land, the reasons for their disagreement, and their expectations regarding the project’s compensation policies. They expressed dissatisfaction with the results of land origin inspections and reviews conducted by Noong Bua Ward and Điện Biên Phủ City People's Committee, requesting additional compensation for career transition support and resettlement land allocation.

Sympathising with the concerns of these residents, Cường emphasised that in recent years, Điện Biên Phủ City has seen significant progress in urban development, promoting socio-economic growth and creating favourable conditions for local residents and businesses. These achievements have been largely due to key infrastructure projects.

Therefore, the Provincial Party Committee, People's Council, and People's Committee encourage residents to support and cooperate with the local authorities and related units to successfully implement these essential projects.

Representative of the household of Nguyễn Thị Khuyên - Nguyễn Hữu Hán from Neighbourhood 3, Noong Bua Ward, voices concerns regarding the compensation policy for the Động Lực Road Project.

Secretary Cường also instructed the Điện Biên Phủ City People's Committee and the project investor for the Động Lực Road Project to prioritise the legitimate interests of residents during the land clearance process.

He urged them to apply policies flexibly within the framework of the law to protect residents' rights, ensuring no household faces undue hardship.
