Since officially implementing the two-tier local government model, communes in the former Tuần Giáo District have promoted crop restructuring policies, focusing on developing high-value crops such as macadamia and coffee. Supporting this direction, Agribank’s Tuần Giáo Branch has launched a preferential loan program for agricultural and rural development under Decree No.55/2015/NĐ-CP in five communes: Tuần Giáo, Quài Tở, Mường Mùn, Pú Nhung, and Chiềng Sinh.
The program provides capital for agricultural production, covering crop cultivation, animal husbandry, aquaculture, investments in machinery and equipment, construction of barns and warehouses, rural occupations, and agricultural processing. Particularly notable is that households and organizations can access unsecured loans of up to VND 200 million, with preferential interest rates and flexible repayment terms. This policy has applied to loans disbursed since July 1, 2025, creating more opportunities for farmers to invest and expand production.
Văn Đình Việt, Director of Agribank’s Tuần Giáo Branch, explained that to ensure effectiveness, the bank has closely coordinated with local authorities and socio-political organizations to widely disseminate the policy to villages and hamlets. Loan groups have been established, procedures simplified, and transparency ensured, making it easier for people to access credit. Joint working teams from the bank and commune People’s Committees have gone directly to grassroots levels to assess demand, provide guidance, and support households in completing loan applications.
The program has not only removed capital bottlenecks but also encouraged farmers to apply science and technology, expand production, increase income, and stabilize their lives. Agribank has pledged to continue accompanying farmers in developing agriculture and rural areas, building new-style rural communities, and contributing to sustainable local socio-economic development.

After two months of implementation, Agribank’s Tuần Giáo Branch had established 99 loan groups with over 1,300 member households. The program has reached 90 villages and hamlets, with total outstanding loans nearing VND 120 billion. By the end of 2025, it is expected to cover all 151 villages, hamlets, and residential clusters in the five communes.
Since 2022, under Tuần Giáo Commune’s agricultural restructuring plan, Giàng A Dơ’s family in Mạ Khúa village boldly converted swidden land to macadamia and coffee. As the plantation is in its development phase and requires large investments for care, Dơ accessed Agribank’s preferential credit program. He shared that he was able to borrow VND 200 million without collateral, with quick and simple procedures, and used the funds to buy seedlings and fertilizer for his macadamia and coffee areas.
In Chiềng Sinh commune, from 2021 to 2025, crop restructuring has been strengthened, gradually forming concentrated areas for industrial crops such as macadamia, coffee, and rubber. The commune now has 579 hectares of macadamia, 11.7 hectares of coffee, and 628 hectares of rubber. Looking ahead, Chiềng Sinh aims to restructure agriculture toward high-value crops and livestock, targeting 3,700 hectares of macadamia and 2,000 hectares of coffee by 2030, while raising animal husbandry to a fairly developed level to create breakthroughs in agricultural production. To achieve this goal, alongside efforts from local authorities and residents, bank credit capital plays a decisive role.
Bạc Cầm Danh’s family in Phiêng Hin village, Chiềng Sinh commune, recently received a disbursement of VND 150 million from Agribank’s Tuần Giáo Branch to expand their bamboo rat farming model and build barns. He shared that although the model had been economically effective for years, it was limited in scale due to capital shortages. With the preferential loan, his family now has the conditions to expand production toward sustainable household economic development.
According to Đỗ Văn Sơn, Chairman of the Chiềng Sinh commune People’s Committee, the commune has closely cooperated with Agribank’s Tuần Giáo Branch to effectively implement credit programs aligned with three national target programs: building new rural areas, socio-economic development in mountainous and ethnic minority areas, and sustainable poverty reduction. Agribank’s Tuần Giáo Branch has consistently supported farmers with timely capital, enabling cooperatives, production groups, and households to restructure crops and livestock, apply science and technology, and improve productivity, income, and living standards. Credit capital has become a driving force for households to develop high-value agricultural and livestock production models, contributing to sustainable socio-economic growth.
