With a spirit of high determination and drastic direction right from the beginning of the year, Điện Biên province is proactively deploying synchronous tasks, ensuring the socio-economic development scenario goes in the right direction, striving to complete set goals and targets.
Promoting the results achieved in the 2021 - 2025 period, entering 2026, Điện Biên province identifies 14 main goals and targets to promote socio-economic development. In which, many important targets are set at high levels such as: GRDP growth rate striving to reach 11.02%; GRDP per capita reaching over VND 60 million. The economic structure continues to shift towards agriculture, forestry, and fishery accounting for about 13.8%; industry - construction 23.42%; services 58.77%. Total budget revenue in the area is expected to reach over VND 2,310 billion; total social investment capital about VND 25,000 billion. The Tourism sector is expected to break through, with over 1.6 million visitor arrivals, including about 15 thousand international visitor arrivals, total revenue from tourism reaching over VND 2,880 billion. The province strives to reduce the poverty rate by 3% in 2026 along with many other important goals.
Deeply grasping and seriously implementing the directions of the Central government, with the motto “Discipline, responsibility; proactive, timely; innovation, creativity; acceleration, breakthrough”, right from the beginning of the year, the provincial People’s Committee focused on drastic direction and administration; assigning specific tasks to boards, departments, sectors, and localities, sticking closely to the action program and socio-economic development scenario, ensuring effective implementation of set goals and targets.
In 2026, the agriculture and environment sector is assigned a growth target of 4.03%, 1.09% higher than in 2025. The whole province plants 2,500ha of new macadamia and 5,000ha of coffee.
Lê Xuân Cảnh, Director of the Department of Agriculture and Environment, said: “This is a difficult task in the context that restructuring is strongly shifting from short-term crops to long-term crops, causing output to initially decrease. To complete the set target, the agricultural sector has identified 2 main growth drivers: In 2026, the whole province will have an additional 1,782ha of coffee entering the harvesting period. With this area, in 2026, coffee will become an important bright spot, supporting growth. Along with that, the rubber latex processing factory goes into stable operation, rubber latex product revenue is expected to increase by VND 5 million/ha, contributing an additional 1% growth to the agricultural sector. Although identified as difficult and challenging, the agricultural sector is determined to complete 100% of the assigned plan.”
To ensure sustainable growth resources, the Department of Agriculture and Environment requested localities to focus on taking good care of 1,782ha of coffee planted in 2024 and 3,400ha planted in 2025. At the same time, promoting the conversion of inefficient one-crop rice land to growing pineapples and passion fruit - crops with short harvest times, suitable for local conditions to supplement growth for the sector. Regarding the target of new planting of 2,500ha of macadamia and 5,000ha of coffee, the Department requested localities to review areas right from the beginning of the year, allow people to register for planting, and proactively prepare high-quality seed sources to ensure planting progress according to the seasonal schedule of 2026.
In 2026, the province sets a budget revenue target of VND 2,310 billion. This is a very difficult task. Because according to the tax agency: Revenue from land is currently not clearly determined. Along with that, the tax adjustment policy for business households subject to tax increased from VND 200 million in revenue to VND 500 million/year, causing revenue from business households to be expected to decrease by about VND 50 billion. Because the scale of business households in the area is small, although electronic invoices and self-declaration mechanisms are deployed, revenue does not increase. Therefore, to complete this goal, the provincial People’s Committee directed tax agencies at all levels to strengthen review and urge correct, full, and timely collection of taxes and fees; promote management of revenue from commerce and services, especially e-commerce; focus on handling and recovering tax debts, limiting prolonged outstanding debts, striving to complete and exceed assigned budget revenue targets. At the same time, the province urges the deployment of land auction projects and investment projects from the non-budget sector to create revenue sources for the province.
Disbursement of public investment capital plays a key, decisive role in completing growth goals for the year. Therefore, right from the beginning of the year, the Department of Finance advised the provincial People’s Committee to allocate public investment capital according to principles and priority order, ensuring compliance with regulations; focusing on arranging capital for large, key, inter-regional projects and national target programs. Implementing public investment restructuring towards concentration and efficiency, not spreading out; arranging sufficient counterpart capital, ensuring focused and key investment with spillover effects. At the same time, innovating investment supervision and evaluation work; strengthening publicity, transparency, and information technology application. The Department also strengthens direction and urging investors to urgently complete settlement of completed projects, completely handle backlogs, recover advances, strictly implement inspection and audit conclusions; and strictly handle cases violating regulations on investment capital settlement.
Regarding tourism sector targets, the tourism sector focuses on synchronously deploying key solutions: Effectively implementing policies supporting community tourism development; investing in infrastructure of tourist areas and spots; developing tourism products associated with preserving ethnic culture, waterway tourism; organizing suitable cultural - sports - tourism events and festivals; attracting investment in key tourism projects. Along with that, improving the quality of accommodation services, promoting digital transformation, promotion, advertising, and linking tourism with localities inside and outside the country.
Although there are still many difficulties and challenges ahead, with high political determination, the consensus of the people, and the companionship of the business community, Điện Biên province makes efforts and determines to complete socio-economic development goals, creating clear changes right from the first year of the term, building a solid foundation for the entire 2026 - 2030 period.
