In Na Son commune, to exploit and use the land fund effectively, people are disseminated and supported with techniques while being encouraged to build livestock farm models for buffaloes and cows in the form of semi-grazing or concentrated confinement. These include VAC farm models (garden-pond-livestock pen) suitable for the actual conditions of each village. The Điện Biên Đông Social Policy Bank (VBSP) also promptly supplemented loan capital to create conditions for Na Son residents to have capital for investing in production and livestock. From these livestock farm models, the number of buffaloes and cows in the whole commune reached 11,587 heads in 2025, with a growth rate of 47.49% per year.
Nguyễn Văn Dũng, Director of the Điện Biên Đông VBSP, stated that up to this point, the unit has created conditions for more than 300 customers in Na Son commune to access preferential capital from the production and business loan program for difficult areas, with a total debt of over VND 24 billion. The unit also focused on households in need of loans according to Resolution 04-NQ/ĐU, which contributes to creating capital to expand farm models, increasing the proportion of breeding buffaloes and cows, and forming new economic models to create stable jobs for locals.
Not only in Na Son commune, but to make policy capital truly a “foundation” for the people, the loan process has been implemented by the provincial VBSP branch in the direction of streamlining procedures and reducing the time for processing documents. The branch has stepped up dissemination about the content, role, and meaning of credit programs so that people in need can clearly understand them. They also combine closely with political and social organizations in inspecting and supervising the use of capital.
Especially in the context of implementing the rearrangement and merger of commune-level administrative units, the provincial VBSP branch has directed transaction offices to proactively coordinate closely with local party committees and authorities to maintain 129 stable transaction points. The flexible arrangement of transaction points at the most convenient locations for the people contributes to ensuring that transaction activities take place continuously and smoothly, creating favorable conditions for people, especially poor households and policy subjects, to access loans.
In the early days of 2025, the dream of a solid and stable house became a reality for Lò Thị Khánh in Pe Luông village, Thanh Nưa commune. As a difficult household in the commune, the life of the family was even harder when the husband died early, leaving her alone to raise two young children. Sharing the difficult situation, the Mường Thanh VBSP Transaction Office created conditions for her to borrow VND 40 million from the housing support loan program according to Decree 28 of the Government. She shared that from the bank loan along with other support sources, she built a solid house with a tin roof to replace the dilapidated bamboo house, giving her family a place to shelter from the rain and sun and conditions to rise and stabilize their lives.
With 20 loan programs, policy credit has spread widely. During the year, the provincial loan turnover reached more than VND 1,875 billion, supporting 24,796 customers in accessing capital. The source of policy credit has helped nearly 10,000 households (poor, near-poor, and recently escaped poverty) to borrow preferential capital. Furthermore, more than 3,000 workers were supported with loans to create, maintain, and expand jobs, while 48 workers were supported with capital to work abroad for a definite term. Additionally, nearly 7,000 hygienic rural water and sanitation projects were constructed.
With the results achieved, social policy credit continues to affirm its role as an important pillar in the social security system of the province, contributing to the socio-economic development goals. The provincial VBSP branch will continue to innovate its methods of operation, improve credit quality, and expand the ability to access loans for the people, especially the vulnerable, thereby contributing practically to the sustainable poverty reduction cause of the province.
