Guidance for business households to pay taxes according to new declaration method

ĐBP - Implementing the policy of reform and modernization of tax management, the Điện Biên provincial tax sector has recently actively guided business households to switch to paying taxes according to the declaration method. This is an inevitable step in the digital transformation process that contributes to ensuring fairness in performing tax obligations while building a transparent and healthy business environment.

According to the provisions of the Law on Tax Administration, from 2026, business households and individuals will switch from the form of fixed tax to declaration based on actual revenue. This change helps accurately reflect business results and facilitates sustainable development for business households while enhancing prestige and competitiveness in the market.

Implementing this task, the Điện Biên provincial Tax department identified an action motto: Urgent, drastic, responsible, and effective, without leaving out any business household that has not been managed. The entire industry has mobilized officials, civil servants, and youth union members to enter the field simultaneously to promote dissemination and direct support at the grassroots level.

According to Dương Duy Bảy, who serves as the Deputy Head of the provincial Tax department, for the conversion to the declaration method to achieve substantial efficiency, the tax sector has deployed many synchronous solutions. The focus is on widely disseminating the legal regulations on tax management for business households and individuals while providing specific instructions on declaration and tax payment obligations. The industry also provides guidance on using invoices and documents according to actual revenue thresholds. Specifically, the tax sector prioritizes supporting newly converted households and households performing declarations for the first time so that residents can master the procedures and operations to feel secure in implementation.

At the grassroots-level tax offices, many dissemination conferences and training classes have been organized specifically for business households. The content focuses on practical issues close to actual needs, such as the process for tax registration and electronic transaction account registration. Other topics include how to establish revenue-expenditure tracking books, use electronic invoices, and perform declaration and tax payment operations in the electronic environment via computers or smartphones. The guidance materials are compiled in a concise and easy-to-understand direction with specific illustrations suitable for the level of the majority of the people.

In addition to concentrated conferences, tax officials also directly go to residential areas, markets, and business streets to provide on-site dissemination and support. The motto is implemented consistently as: Clear people, clear work, clear responsibility, and clear progress; on-site support, on-site guidance, on-site registration, and on-site activation. Many officials have “held hands to show the work” to help business households install eTax and Mobile Tax applications, create electronic transaction accounts, and practice direct declaration on phones. For those households with limited information technology skills, tax officials patiently guide each step and explain many times to ensure people understand correctly and can perform the tasks. This closeness and dedication have created trust and consensus among the people for the new policy.

As a result, the Điện Biên provincial Tax department has directly supported over 11,000 business households at markets, streets, residential areas, and at the homes of business households. 100% of business households in the area have been disseminated to and provided with information to clearly understand the policy of abolishing fixed taxes and switching to declarations starting from January 1, 2026. Nearly 1,000 households have proactively applied electronic invoices in their business activities.

Sharing about the implementation process, Trần Thị Hoàn, who is a grocery store owner in Điện Biên Phủ ward, said that she was previously quite worried because she thought tax declaration would be complicated and difficult to do. However, after being given very specific instructions by tax officials, she became familiar with the process after a few times. Now, performing declarations on the phone every month only takes a few minutes, and she feels secure because she pays correctly according to actual revenue without the concerns she had before.

Reality shows that when fully guided, the majority of business households agree with and support the declaration method because they clearly see the long-term benefits. Transparent declaration helps business people be more proactive in monitoring business activities and managing income and expenditure while gradually forming a systematic and professional business habit.

Guiding business households to pay taxes according to the new declaration method is not merely a change in the tax collection method but is also an important step in the roadmap for building a modern tax management system. This system takes technology as the foundation and takes the satisfaction of taxpayers as the measure. This is also a vivid demonstration of the spirit of administrative reform and serving the people by State agencies.

With the high determination of the Điện Biên provincial tax sector along with the increasingly clear consensus from the business household community, there is a belief that the implementation of the declaration method will soon go into order. This will contribute to strengthening tax law discipline and limiting budget revenue loss while creating a fair and transparent business environment. This is an important foundation for the local economy to develop sustainably and meet development requirements in the new stage.
