Digitizing policy credit management

ĐBP - Faced with the increasingly strong digital transformation situation, the Bank for Social Policies (VBSP) in Mường Chà has deployed many new technology solutions to improve credit management efficiency and facilitate people during the transaction process. One of the important steps is the application of software for interest collection and online policy credit management via smartphones.

To enhance consistency, timeliness, and efficiency in directing and operating policy credit activities in the area, Mường Chà VBSP has promoted the application of information technology in policy credit management. The application deployment is carried out synchronously to the team of bank staff, concurrent members, commune leaders, village heads, leaders of Savings and Loan groups, and entrusted socio-political organizations. All are guided to install and use the policy credit management application through software operating on smartphones.

Leaders of savings and loan groups in communes: Pa Ham, Nậm Nèn, Mường Tùng, Mường Pồn, and Na Sang have been guided to install the policy credit management application on smartphones.

Vùi Văn Nghĩa, Director of Mường Chà VBSP, said: “Putting digital applications into policy credit activities is an important step in management work. Therefore, we have focused on supporting people, especially leaders of savings and loan groups, to install software for interest collection and policy credit management. According to the new model, group leaders will directly use the application to receive interest from borrowers. When the application is fully installed on smartphones, borrowers can pay interest to group leaders quickly. Group leaders then use this very application to perform interest payment transactions right at home, without having to move to the transaction point. The application of technology helps save time, costs, and contributes to improving transparency and accuracy in managing the capital sources of the policy credit program.”

As one of the group leaders who participated early in installing the policy credit management application, Lù Thị Bình, Lĩnh village (Mường Pồn commune), highly appreciates the utilities the application brings. According to her, the application of technology has helped the group’s management work be more scientific and convenient, while supporting people to access policy capital sources quickly and transparently. Transaction steps for interest collection and savings deposit follow a clear process, improving accuracy and minimizing errors. Monthly, the group conducts interest collection and savings deposits via the application; Bình easily controls cash flow and reduces the pressure of manual reconciliation. Thanks to that, travel costs and the amount of paperwork have decreased significantly. Each transaction is recorded automatically, transparently, and is easy to look up when necessary.

Lù Thị Bình shared that previously, after each transaction session, group leaders, mass organization officials, and bank staff had to spend a lot of time meeting and reviewing books to ensure accuracy. However, with the new application, transaction time has been significantly shortened. People save effort and costs compared to traditional methods, creating a positive shift in policy credit activities in the locality.

Applying digital transformation in credit management creates favorable conditions for VBSP staff, leaders of savings and loan groups, and local people.

The policy credit management application is becoming an important tool supporting executive activities at Mường Chà VBSP. Likened to an “electronic handbook” for both staff and leaders of Savings and Loan groups, the application fully integrates information on credit programs, interest rates, customer profiles, and professional documents. Thanks to that, users can easily look up and perform tasks without depending on paper books. The highlight of the application is the ability to record, account, and synchronize transaction data right on smartphones. With a few operations, leaders of Savings and Loan groups can update the amount of interest collected, savings deposited, and transfer data to the system, helping reduce manual processing time and limit errors.

Digitizing the process brings practical benefits to poor households and policy beneficiaries, as they get access to modern financial services, improve family financial management capabilities, and step by step get used to digital technology. The impact of the application also lies in promoting the digital transformation process in policy credit activities. When data is managed centrally and transparently, the bank can serve customers faster and more accurately, while creating a foundation for expanding comprehensive financial services to rural and specially difficult areas.

Currently, the process of deploying the policy credit management application still faces some obstacles. In many villages, telecommunications infrastructure is still weak, especially unstable internet, causing difficulties when installing and operating the application. “We are very active in supporting people to install software, but many areas have infrastructure that does not meet requirements, and infrastructure conditions have not kept up with the requirements of digitizing policy credit management. Therefore, continuing to perfect digital infrastructure and expanding the scope of application deployment will be an important task in the coming time, aiming to bring policy financial services closer to the people effectively and sustainably,” Vùi Văn Nghĩa, Director of Mường Chà VBSP, emphasized.

Mường Chà VBSP coordinates with localities to organize digital operational improvement for representatives of entrusted associations and mass organizations.

With the determination of Mường Chà VBSP along with the companionship of party committees, local authorities, villages, and residential groups, by the end of November 2025, the total outstanding debt of policy credit programs in the area reached over VND 504 billion, with over 7,500 borrowing customers. In the area of communes: Pa Ham, Nậm Nèn, Mường Tùng, Mường Pồn, and Na Sang, there are 391 leaders of Savings and Loan groups and officials of entrusted socio-political organizations who installed the policy credit management application and participated in managing credit activities on smartphones.

The deployment of the policy credit management application at Mường Chà VBSP has opened a new direction in modernizing banking activities, helping management work be transparent and convenient, and bringing financial services deeply and widely to the people. With the companionship of local authorities and the determination of the unit, digital transformation applications will continue to promote effectiveness in the coming time.
