After 4 years of implementing NTPs in the 2022 - 2025 period, Điện Biên province has achieved many important results, creating clear changes in socio-economic development, especially in rural areas, ethnic minority and mountainous areas, and improving the material and spiritual life of the people. The integration, mobilization, and effective use of social resources have created high consensus among the people and improved the management and administration capacity of Party committees and authorities at all levels.

NTPs have recorded clear results, especially when the rate of poor households in the whole province decreased from 34.9% (in 2021) to 17.66% by the end of 2025. Many important indicators were basically achieved such as: rural traffic systems, health stations, hygienic domestic water, and poverty reduction among ethnic minorities. Especially, the province’s average income increased from VND 21.84 million/person/year (in 2021) to about VND 54 million/person/year (in 2025).

However, Điện Biên is still an especially difficult province with slow economic development and low income in rural areas. Facing that reality, in 2026, the province determines to continue implementing 3 NTPs drastically and synchronously with high determination of the entire political system and the joint effort and unanimity of the entire people. Localities focus on innovating working methods, promoting the subject role of the people. Thereby aiming for the goal of comprehensive, inclusive development, gradually narrowing the gap in living standards and income, maintaining national defense - security, and building Điện Biên for sustainable development in the new period.

In the early days of the new year 2026, Thanh Yên commune urgently stepped in, synchronously deploying the Plan to implement production support projects under the NTPs in 2026. To effectively implement the programs, the commune People’s Committee has promoted propaganda and widespread dissemination of contents, goals, beneficiaries as well as methods of organizing and implementing production development support projects using NTP capital sources. At the same time, the commune proactively reviews and analyzes difficulties and obstacles during implementation at the grassroots level to promptly remove and adjust them to suit reality.

Nguyễn Gia Tuấn, Vice Chairman of Thanh Yên commune People’s Committee, emphasized that the NTPs in general and the production development support project in particular have special significance for the people’s lives. Therefore, the commune authorities have focused on leading and directing units and villages to coordinate closely, organizing implementation for the right subjects, in accordance with regulations, ensuring publicity, transparency, and efficiency. Thereby creating unity in working methods from the grassroots, contributing to the successful implementation of NTPs in the commune in 2026.

Recently, Pu Nhi commune has focused on promoting propaganda about production development support projects under the NTPs, creating high consensus among the people. Community production development support projects are being implemented on schedule; estimated by December 31, 2025, total disbursement reached VND 17.082 out of VND 20.586 billion, equivalent to 82.89% of the assigned plan. Besides, the commune has implemented Sub-project 2 of Project 9 on “Minimizing child marriage and consanguineous marriage” in ethnic minority areas; implementing Project 6 with the content of purchasing portable speakers for village cultural houses. Especially, the NTPs on building new-style rural areas regarding digital transformation content for the 2021 - 2025 period has been implemented, while proposing to adjust 1 project to 2026.

Promoting the positive results achieved in 2025, Pu Nhi commune continues to synchronously deploy many solutions to mobilize the strength of the entire political system in implementing the NTPs on building new rural areas in particular and NTPs in general.

Đinh Quang Bạo, Chairman of the Pu Nhi commune People’s Committee, emphasized that the commune continues to strengthen leadership, directing specialized agencies to stick to the grassroots, propagating and mobilizing people to well protect welfare works, and effectively implementing social security policies associated with building new rural areas. Currently, the commune maintains 16/19 new rural criteria; criteria are deployed synchronously with the involvement of the entire political system and the active participation of the people, clearly promoting the subject role of the people in implementing NTPs in the area.

Entering 2026, the implementation of NTPs continues to receive attention and drastic involvement from Party committees and authorities at all levels. With a proactive spirit, responsibility, and high determination, localities focus on close leadership and direction, effectively mobilizing resources; creating consensus and unity among the people, ensuring NTPs are implemented for the right goals and right subjects, contributing to promoting sustainable socio-economic development in 2026 and subsequent years.
