Facing pressure on the construction progress of the Nậm Rốm River Basin Multi-Hazard Management Project, recently, the Project Management Board for Agriculture and Rural Development Works coordinated with related units to go directly to the grassroots, organizing dialogue with people of Residential Group 5 (Điện Biên Phủ ward) to remove difficulties and obstacles during project implementation.
At the hall of Residential Group 5, from early on, many households with land areas affected by the project were present to attend the dialogue session. The dialogue took place frankly and openly, demonstrating the receptive spirit of the investor as well as the interest and responsibility of the people towards the locality’s important infrastructure development project.
The investor representative directly informed about contents related to compensation work; the legal basis for determining compensation prices; and the site clearance plan was also explained clearly. On that basis, many opinions and recommendations of the people revolving around compensation levels and payment time were absorbed and answered directly by functional agencies. Thereby, helping people better understand the guidelines and policies of the State, creating consensus during the project implementation process.
Đàm Văn Quyên, Head of Residential Group 5, said: “The fact that the investor and functional agencies went directly down to dialogue with the people clarified many issues related to the State’s compensation policy. Through the dialogue session, people had the opportunity to express their thoughts and aspirations; existing questions were also answered timely, creating more peace of mind and trust.”
The investment project to build the Inter-level Ethnic Boarding Primary and Secondary School of Sam Mứn commune is built in Na Vai village (Sam Mứn commune), with a total area requiring site clearance of 6.46ha. Site clearance work relates directly to 50 households, posing many difficulties and obstacles needing timely removal to ensure project implementation progress.
To create unity and consensus in guidelines, the Department of Education and Training coordinated with the People’s Committee of Sam Mứn commune and related units to regularly meet and dialogue with people to clarify the goal and meaning of the project for the cause of education and improving learning conditions for children of ethnic minorities in the area.
Through dialogue, compensation and site clearance support policies were informed publicly and transparently; people’s recommendations and questions were listened to and answered satisfactorily. Thereby contributing importantly to resolving arising difficulties and obstacles, creating people’s consensus, promoting site clearance work, and ensuring the project is implemented according to plan and effectively.

During the process of implementing investment projects in the provincial area, site clearance work is always identified as the most difficult and complex stage, directly affecting project progress. Reality shows that strengthening dialogue, dissemination, mobilization, and listening to people’s opinions has been becoming an important solution, contributing to removing arising obstacles and creating high consensus among the people.
Besides dialogue with the people, party committees and authorities at all levels in the province also pay attention to and promote dialogue with enterprises and cooperatives. Currently, the whole province has over 1,500 enterprises, cooperatives, and business households operating in many fields such as construction, trade, services, agriculture, energy, construction materials, tourism, transport...
Listening to and accompanying enterprises, the Provincial Party Standing Board, the provincial People’s Committee, and boards, departments, and sectors regularly organize periodic meeting and dialogue programs and thematic meetings with the participation of the provincial Business Association, enterprises, and cooperatives. Through dialogue, enterprises directly reflect difficulties and obstacles arising during investment, production, and business; while proposing recommendations related to administrative procedure reform, capital construction investment, enterprise development, land access, site clearance, and the investment environment.
Thanks to the attention, listening, and sharing of the province, in 2025, the provincial Business Association received 281 documents from agencies, units, and member enterprises. In which, most recommendations were handled with interest by competent authorities, creating trust and motivation for enterprises to feel secure in investing and expanding production.
Promoting dialogue and listening to the opinions of the people and the business community has been becoming an important solution in the province’s leadership and administration work. Thereby, timely removing difficulties and obstacles, creating social consensus, and consolidating the trust of the people and enterprises in party committees and authorities at all levels.
