With no intermediary level, many communes in the province have maintained the new-style rural area building movement thanks to effectively promoting the leadership role of the party committee. In Na Sang commune, the “passive, dependent” mindset of people is gradually changing as the grassroots party committee and government persistently communicate and mobilize. Officials and party members stay close to the grassroots, communicating and guiding people to change their mindsets and ways of working. From small acts like donating land to open roads and contributing labor to build cultural houses, to beautifying villages, all have been actively embraced by people. Thanks to promoting a spirit of self-reliance, many households have proactively written applications to be removed from the list of poor households. The family of Chớ A Sình in Sa Lông village, Na Sang commune, is a typical example.
Sình shared: “Previously, many people in the village were passive and relied on state support. Now, everyone understands that if they want a better life, they must try themselves. My family focuses on our livelihood, boldly converts crops, and raises more livestock and poultry to increase income. Seeing the village change every day, everyone is excited and more motivated to work better.”
In Hin 1 village, the spirit of self-reliance and the will to rise have spread throughout the community. People no longer wait for support but proactively find suitable ways to develop their economy. Recently, Hin 1 village had 2 households voluntarily write applications to exit poverty or near-poverty status: the family of Lường Văn Ơn and the family of Lường Văn Piến.
Recognizing the rising spirit of these households, Chairman of the Na Sang Commune People’s Committee Trần Hồng Quân personally went to Sa Lông and Hin 1 villages to commend and reward them, considering this a bright spot in the new-style rural area building emulation movement.
At the ceremony presenting certificates of merit to the 3 exemplary households, Quân emphasized: “The fact that people voluntarily write applications to exit poverty shows their consciousness, responsibility, and self-respect. This is the result of the care and attention from the Party, the State, and the local party committees and authorities. It also reflects the effectiveness of communication and mobilization efforts and is the clearest proof of the positive change in awareness and the aspiration to master their own lives among people.”
Reality shows that wherever the grassroots party committee is decisive, the new-style rural area building movement makes progress. If each party cell and every party member effectively promotes their sense of responsibility, sets an example, and dares to think and act, they will build trust and encourage people to participate. In Mường Tùng commune, although its geographical location and conditions are more favorable than many other areas, in previous years, because the dependent mindset was common, mobilizing people was difficult. Recently, thanks to the synchronous implementation of solutions, especially strengthening communication and mobilization, people’s way of thinking and working has changed significantly. Everyone is actively joining hands with the party committee and government to complete the criteria, contributing to making their homeland more orderly and renewed.
Nguyễn Thành Long, Permanent Deputy Secretary of the Mường Tùng commune Party Committee, shared: “The difficulty in building new-style rural areas is people’s awareness. If the party committee and government don’t do communication well and change people’s mindset, even with abundant resources, they cannot reach the goal.”
Identifying the root of the problem, Mường Tùng commune is now promoting the role of its 29 party cells, party committees, and the contingent of party members in orienting people towards sustainable production. It encourages people to boldly restructure their crops and livestock, and apply science and technology to improve the productivity and quality of agricultural products. Along with that, it mobilizes people to contribute money and labor days to participate in building facilities, transport infrastructure, cultural houses, etc.
As of the end of July 2025, the rate of communes meeting new-style rural area standards in the province was under 30%, and there were still 3 former districts with “zero” new-style rural communes before the merger. After transitioning to the two-level model, administrative units were reorganized, and the district level was eliminated, leading to the current situation where no commune in the entire province meets new-style rural area standards. The progress of implementing the criteria is slow and uneven between localities, especially in remote areas. In many communes, socio-economic infrastructure is not synchronized, and many structures are degraded due to lack of regular maintenance. The average income in rural areas reached only VND 19.5 million /person/year (in 2024), while the multidimensional poverty rate was still high at 39.79%.
Notably, after streamlining the apparatus, the commune-level government lacks specialized civil servants. Many communes have not been able to assign officials in charge of agriculture, measurement, cadastral, economics, or infrastructure. This significantly affects the organization, guidance, and supervision of activities in the new-style rural area building program. Faced with this situation, the role of the grassroots party committee must be even more clearly demonstrated, not only as a leader but also as an “inspirer,” creating motivation for officials and people to get involved.
Adhering to the spirit of superiors’ guidance, many communes have included new-style rural area content in their party cell resolutions, clearly defining tasks and implementation roadmaps. The party committee assigns party members to be in charge of each village and household, to regularly stay close to the grassroots, monitor progress, and promptly resolve arising difficulties. This approach helps each criterion to be implemented specifically, with someone responsible, and limits the mindset of passively waiting for support.
Tạ Mạnh Cường, Secretary of the Búng Lao commune Party Committee, shared: “Right from the beginning of the term, the Party Committee identified new-style rural area building as a key task, linked with socio-economic development and improving people’s lives. Each party member is assigned a specific task, sets an example in implementation, and mobilizes their family and community to join in. Thanks to this method, the movements have spread, and people have shown consensus and actively participated.”
With the goal of having 60% of communes meet new-style rural area standards and fundamentally achieving new-style rural area status by the end of 2030, besides effectively applying the mechanisms and policies of the Central Government and the province, the leadership role of the party committees and authorities is crucial. Therefore, during implementation, all levels of party committees need to effectively promote their leadership role, stay close to reality, goals, and criteria, and diversify communication activities to inspire a proactive and creative spirit in officials and people. When people see themselves as the masters, they will join hands with the party committee and government with the motto “The State and people work together.”
