Early in the morning, the atmosphere in Residential Groups 20 and 21 of Điện Biên Phủ ward was bustling. In high spirits, many households proactively welcomed task forces coming to assist with moving assets and crops while completing the paperwork to hand over land for the provincial Sports Center. Friendly handshakes, shared smiles, and the consensus of the people created a handover session filled with responsibility, marking a new turning point for the project.
Inside his simple home shaded by fruit trees, veteran Nguyễn Hữu Chấp of Residential Group 20 looked over the familiar garden where his family has made memories for over four decades. Despite the nostalgia, he was ready to hand over his 1,220-square-meter plot. As a soldier of “Hồ Chí Minh’s Army” and a veteran of the historic Điện Biên Phủ campaign, Nguyễn Hữu Chấp expressed that just as he and his comrades once risked their lives to protect this land, he now feels privileged to “volunteer” once again to help the province develop.
Following his example, as of April 14, 2026, 28 households have voluntarily handed over nearly 2 hectares of land. These families have lived and worked on this soil for generations, yet they chose to set aside personal attachments to support the government in paving the way for the project. Nguyễn Văn Hoằng, the head of Residential Group 20, shared that these small but practical sacrifices are essential for building a more modern and synchronized infrastructure that honors the expectations of previous generations. To support this transition, the ward mobilized nearly 60 officials and militia members to help residents gather and move their belongings.
The provincial Sports Center project was approved years ago, but progress was delayed by clearance obstacles. In December 2025, the province transferred ownership of the project to Điện Biên Phủ ward to specifically address these difficulties. The task involves recovering 13.58 hectares from 273 households and six organizations. This has been a complex process because the cadastral records were established long ago, and current land use, including owners, boundaries, and purposes, has changed significantly, making verification difficult.
Nguyễn Quang Hưng, Party Secretary and Chairman of the Điện Biên Phủ ward People’s Council, stated that the entire political system was mobilized to ensure effective compensation and clearance. Following a motto of being “close to the people,” the ward established steering committees to meet residents directly, listen to their concerns, and even set up Zalo groups for instant dialogue. This transparency has allowed citizens to understand the project’s importance, leading to voluntary cooperation. After years of waiting, this public consensus has become the “key” to the project’s revival and a testament to the people’s trust in local governance, especially under the new two-tier local government model.
