Localities in the province are proactively implementing various solutions following the motto of “prevention” before “response,” focusing on reviewing critical areas and preparing response plans early and from afar to minimize damage to people and property.
Currently, in Quảng Lâm commune, many households are still living in areas with a high risk of landslides. Although local authorities have detected many cracks and large sliding arcs directly threatening people’s safety, population resettlement and stabilization projects cannot be implemented yet due to limited funding. Therefore, many households still have to live in anxiety whenever the rainy season arrives. According to the review results, the entire commune has two major high-risk spots in Huổi Lắp and Na Cô Sa 1 villages, with a total of 65 households living under sliding arcs that could collapse at any moment.
In 2024, many large sliding arcs appeared on the positive slope behind Huổi Lắp village. Landslides have occurred at some points, directly threatening the houses and lives of the residents. However, to date, the households have not been able to relocate from the dangerous area.
Giàng A Sình, a resident of Huổi Lắp village, shared: “For the past two years, my whole family gets worried whenever the rainy season comes. On days with prolonged heavy rain, our family of 7 has to temporarily take shelter at a relative’s house in the village. We only dare to return when it feels safe.”
While waiting for the State to allocate funds to implement the population relocation project, Huổi Lắp village focuses on dissemination and mobilizing residents to raise their awareness of proactive natural disaster prevention.
Lý A Páo, Head of Huổi Lắp village, said: “Before the rainy season, the village regularly coordinates with the commune authorities and functional forces to disseminate and remind people not to stay in dangerous areas during prolonged heavy rain. At the same time, we continuously update the weather situation so that residents can proactively respond and be ready for emergency relocation plans when there is a risk of landslides.”
According to the Quảng Lâm commune People’s Committee, in 2024, right after the sliding arcs appeared in Huổi Lắp village, the locality coordinated with the province’s specialized agencies to assess the level of danger and determined this to be a point requiring emergency relocation. The authorities and the people proactively looked for land funds to implement the population resettlement project. However, because the capital source has not been balanced, the project cannot be executed yet.
Lò Văn Tâm, Vice Chairman of the Quảng Lâm commune People’s Committee, stated: “While waiting for the relocation project, the commune determines that proactive natural disaster prevention is the most important task. The commune People’s Committee regularly coordinates with villages to organize dissemination, instruct people on prevention skills, monitor weather developments, and inspect sliding arcs to issue timely warnings. Especially during periods of prolonged heavy rain, the commune requests residents not to stay in dangerous areas and organizes temporary evacuations to safe places. Quảng Lâm commune hopes the province will soon pay attention to and allocate capital to implement the population resettlement and stabilization project for the residents of Huổi Lắp and Na Cô Sa 1 villages, helping them live with peace of mind and develop long-term production.”
Not only in Quảng Lâm, but currently, communes and wards across the province are intensifying the implementation of natural disaster prevention solutions right from the beginning of the rainy season.
In Mường Nhé, the commune authorities proactively review all areas at risk of landslides, tube floods, and flash floods to develop appropriate response plans. Through the review, the entire commune currently has 18 households located in landslide-prone areas. On that basis, the commune People’s Committee mobilized forces and prioritized resources to support high-risk households in moving to safe new places. To date, the locality has supported the relocation of 2 households out of the dangerous zone.
Thào A Sớ from Nà Pán 1 village shared: “In 2025, a landslide on the negative slope deeply encroached on my family’s residential land area. After an inspection, the commune People’s Committee provided financial support and manpower for my family to move to a new place. This rainy season, my family feels much more at ease.”
Parallel to the review work, localities proactively prepare adequate forces, vehicles, and materials according to the “4 on-the-spot” motto; strengthen duty watches, closely monitor weather developments; and proactively plan to evacuate residents when emergencies occur. In conditions of limited resources, proactive prevention and raising people’s awareness are considered the most important solutions to minimize damage caused by natural disasters. Reality shows that in places that do well in dissemination, warning, and proactive evacuation of residents, the damage has significantly decreased.
This year’s rainy and flood season is forecast to continue developing complexly. Therefore, along with the proactiveness of authorities at all levels, every citizen needs to raise their awareness of prevention, regularly monitor weather warning information, and proactively evacuate upon request from local authorities.
