Joint cooperation in the fight against drug crimes

ĐBP - In recent years, the drug crime situation in the province has continued to develop complexly with increasingly sophisticated methods and tricks. Faced with this reality, the Police, Border Guard, and functional units have strengthened coordination in information sharing, dissemination, successful case combat, area management, and preventive dissemination.

At around 11:00 AM on April 14, the Drug Crime Investigation Police Department under the provincial Police chaired and coordinated with the Professional Department of the provincial Border Guard Command and functional forces to successfully crack Case 426C. The functional forces caught two subjects red-handed, Bàn Sành Quang (residing in Cao Bằng province) and Chảo Tả Mẩy (residing in Mường Toong commune, Điện Biên province), for the illegal trading and transportation of narcotics. Seized evidence included 10 kg of opium, two motorcycles, and two mobile phones.

Previously, on March 24, the Professional Department of the provincial Border Guard Command coordinated with units to successfully smash Case ĐB326.3p. At the scene, functional forces caught Giàng A Đông (born in 2003, residing in Mường Bám commune, Sơn La province) red-handed for illegally transporting narcotics. The seized evidence consisted of 10 bricks of synthetic drugs totaling 60,000 pills of methamphetamine.

The successful dismantling of these cases promptly blocked drug sources from the border area into the mainland, contributing to exposing vital links in inter-provincial drug trafficking rings. Concurrently, it affirms the effectiveness of information exchange and combat coordination between forces, particularly the police and border guards, in drug crime prevention.

Forces in Quài Tở commune are stepping up efforts to raise the public awareness of the harmful effects of drugs and the importance of participating in crime prevention and control.

Since the beginning of 2026, the Drug and Crime Prevention force under the Provincial Border Guard has chaired and coordinated with functional forces to detect and arrest 52 cases and 59 subjects related to drugs. The seized evidence included over 5 kg of heroin, nearly 166,000 synthetic drug pills, and various other related items. Among these, the Border Guard independently chaired the detection and arrest of 44 cases and 49 subjects, while functional forces coordinated with the Border Guard to detect and arrest 8 cases and 10 subjects.

Beyond focusing on fighting and dismantling criminal rings and dens, attention has also been paid to upgrading the capacity of forces on drug prevention and control duties. Recently, the provincial Police organized the 2026 drug prevention and control professional training to update new legal regulations, management skills for addicts and illegal drug users, and technology applications in local area management. This step-by-step builds a force with solid professional qualifications to meet task requirements in the new situation.

Nguyễn Hà Phương, Deputy Chief of the Núa Ngam commune Police, stated: “The training activity is a necessary preparatory step for officers and soldiers to upgrade their knowledge and skills in handling practical situations during work. Concurrently, it strengthens the coordination between the police force and related units in fighting drug crimes, managing addicts, and supporting post-rehabilitation individuals, contributing to firmly maintaining security and order right from the grassroots.”

Alongside the tasks of combat and dismantling, social prevention is identified as a fundamental and long-term solution. In Quài Tở commune, a gateway locality of the province, the local authority and the commune police force are synchronously deploying multiple solutions to build a drug-free area.

Quài Tở commune comprises 31 villages and hamlets with 3,169 households and 15,058 residents. Identifying dissemination as a core mission, the commune Police organized drug prevention dissemination across all 31 villages and hamlets, while mobilizing 100% of local agencies and units to sign commitments to build drug-free workplaces and localities. In tandem with prevention, the commune police force enhanced the combat and handling of drug law violations, detecting and processing 10 cases and 12 subjects related to the illegal trading, possession, and use of narcotics since the beginning of the year.

Lầu A Sính, Vice Chairman of the Quài Tở commune People’s Committee, noted that along with the police force, the commune’s party committee and authority regularly enhance the role and responsibility of sectors, units, and agencies in directing and managing the construction of “drug-free villages,” moving toward building a drug-free commune by 2030. The effectiveness of drug prevention and control work is treated as one of the criteria for evaluating and ranking collectives and individuals. To date, the entire commune has 14 villages meeting the criteria for drug-free villages, 10 villages classified as category III drug-complicated key areas, and 7 villages meeting the criteria for category II drug-complicated key areas.

Continued reinforcement of coordination between forces, proactive early and remote situation grasping, and stepping up dissemination and mobilization to encourage public participation in drug control will serve as vital solutions to step-by-step restrain and reduce crime, aiming toward the goal of building safe, healthy, and drug-free localities.
