Điện Biên’s health sector drives digital transformation in management and treatment

ĐBP - At the Mường Ảng Health Center during these first days of the new year, the treatment areas are spacious, the corridors are clean, and the clinics are organized scientifically.

Residents now only need to carry their chip-based citizen identity card to complete medical registration procedures quickly and conveniently. This result is the product of a synchronous digital transformation process implemented from the provincial level down to the grassroots. Trần Văn Tiến, a resident of Residential Group 7 in Mường Ảng commune who was visiting the center for a check-up, shared that the application of information technology has brought great convenience to the people. He noted that they no longer have to carry numerous documents or cash for payments, which saves a significant amount of time.

Over the past few years, the Mường Ảng Health Center has actively implemented digital transformation across the entire unit, with a focus on applying information technology to management, operations, and professional activities. The center is step-by-step perfecting its management software and hospital digitalization efforts. Systems such as HIS and LIS have been deployed according to domestic and international standards, ensuring the ability to connect, communicate, share, and integrate data. These software systems link with existing equipment such as testing machines, diagnostic imaging machines, and interactive screens. Alongside these technical upgrades, the center utilizes digital signatures, non-cash payments, and electronic health record management for the local population.

Lê Văn Dùng, Deputy Director of the Mường Ảng Health Center, stated that the unit has focused on improving the quality of human resources and training specialized technology staff while investing in technical facilities. The most visible result is a decrease in the number of severe cases requiring transfer to higher-level hospitals and a reduction in patient waiting times. The implementation of electronic medical records (EMR) has made the process of patient management much more convenient.

As the top-level medical facility in the province, the provincial General Hospital has played a leading role in information technology application. The hospital has developed annual and long-term plans for digital transformation and electronic health records. To date, 100% of the departments, rooms, and affiliated centers use the TDoffice management software, allowing leaders to manage documents on both computers and smartphones. In professional practice, the hospital has strengthened the use of EMR, non-cash hospital fee payments, electronic invoicing, and the interconnection of examination and treatment data with the health insurance assessment portal.

The hospital has also integrated chip-based ID registration, electronic prescriptions sent to the national system, and the digital linking of driver's health certificates and birth/death notices. Notably, the implementation of RIS-PACS software in the Imaging Department and clinical departments has facilitated consultations and data storage. The hospital also utilizes Telehealth for remote medical consultations with core hospitals and organizes online scientific seminars to help staff update their knowledge without the need for travel.

Thanks to these efforts, the Provincial General Hospital has achieved significant milestones. The hospital has pushed 79,962 records to the insurance assessment portal, with requested payments exceeding VND 227.6 billion. The number of records linked to the industry data system reached 79,474. Medical examinations using chip-based ID cards reached 70,158 visits with a success rate of 99.9%. Since October 2025, the EMR software has been officially used across all departments, greatly facilitating patient management.

Trần Đức Nghĩa, Deputy Director of the provincial General Hospital, emphasized that the deployment of these digital platforms has created a clear shift in management and treatment, ensuring transparency in insurance payments and reducing administrative procedures. The hospital is currently surveying its IT infrastructure to build a suitable upgrade plan for the next phase of development.
