On December 15, 2025, the provincial Police Department held a launch ceremony for a three-month peak campaign to crack down on crime and ensure absolute security and safety for the 14th National Party Congress, elections to the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term, the 2026 Lunar New Year, and major political events and festivals early in the year.
With a proactive and resolute approach, Major General Vũ Văn Đấu, Director of the provincial Police Department, urged the entire force to uphold a strong sense of responsibility and roll out operational measures in a coordinated and decisive manner. He stressed the need to closely monitor the situation early and at the grassroots level, promptly detect and thwart hostile plots, avoid passivity or surprise, and prevent the emergence of security and order “hotspots.” In particular, leaders and commanders were required to work directly on the ground, stay close to local communities, and pay attention to officers’ living conditions to maintain morale and ensure the successful completion of all assigned tasks during the peak period.
According to the plan, the campaign runs for three months, from December 15, 2025 to March 15, 2026. Immediately after the launch, police officers and soldiers across the province rapidly deployed forces in line with prepared plans and got straight to work with urgency and determination, clearly demonstrating strong political resolve in crime prevention and control to safeguard public peace. The effectiveness of the campaign was evident from the very first days.
In Núa Ngam commune, within just three days, commune police investigated and arrested several suspects for illegal drug possession. On December 15, 2025, a task force caught Sùng Giống Sếnh (born 1951), residing in Na Côm village, red-handed for illegal drug possession, seizing 0.78 grams of suspected synthetic drugs and 1.25 grams of powder suspected to be heroin. Subsequently, at around 4:40p.m. on December 17, 2025, in Pá Hẹ village, authorities arrested Nguyễn Văn Nam (born 1991), residing in Văn Tân hamlet, Thanh An commune, for the same offense, confiscating 18.66 grams of synthetic drugs and 0.33 grams of heroin.
In Điện Biên Phủ ward, the province’s central area with a large population and frequent major cultural and political events, public security work faces particularly high demands. Based on the sector-wide plan and local realities, ward police proactively devised a tailored plan and implemented comprehensive measures.
According to Senior Captain Nguyễn Thị Giang, Deputy Head of the Điện Biên Phủ ward Police, the unit advised on mobilizing forces and leveraging the role of respected community figures to monitor developments and resolve conflicts among residents. More than 10 high risk individuals were placed under close supervision. The ward police also strengthened monitoring of online fraud related activities; intensified inspections, communications, and campaigns to recover weapons and explosives; tightened oversight of conditional business lines; and rolled out efforts to build drug free wards starting from neighborhood groups, as the area is currently classified as level 3 in terms of drug complexity.
“To proactively combat crime, the unit has maximized the effectiveness of the “All people protect national security” movement; promptly received and handled crime reports and tips via the VNeID platform; guided residents to report crimes through digital channels; strengthened residence management; ensured absolute safety for key targets and festivals; conducted patrols to maintain traffic safety and order, especially addressing illegal racing by students; and proactively prevented fires and explosions in residential areas”, Senior Captain Giang said.
Notably, the Điện Biên Phủ ward Police has fully leveraged the operation of 78 grassroots-level public security teams with 234 members, forming an effective “extended arm” of the police in conducting regular patrols and controls. These teams promptly identify potential risks to public order and security, enabling proactive response plans to maintain safety in each neighborhood and residential area.
After 15 days of the campaign, the Điện Biên Phủ ward Police detected and investigated four cases involving illegal drug possession, trading, and organization of drug use; arrested six suspects; seized 28.95 grams of synthetic drugs and 177.07 grams of heroin; handled 50 traffic safety violations with total fines of nearly VND 19.8 million; and inspected 31 businesses operating under security and order conditions, promptly addressing shortcomings and violations.
Working closely throughout the campaign, local traffic police force also detected and promptly stopped students from illegally possessing and using fireworks. At around 1:00 p.m. on January 6, while on duty in Bông village, Thanh An commune, a task force from the provincial traffic police discovered two male students setting off fireworks. Officers intervened in time and seized seven fireworks. Further investigation, in coordination with Thanh An commune police, led to a search of the students’ residences, where an additional 187 fireworks of various sizes and explosive materials used to make fireworks were confiscated.
During questioning, the two students admitted they had learned how to make fireworks and purchased explosive materials via social media, then assembled and set them off themselves. The task force handed the students and all seized items over to Thanh An commune police for further verification and handling in accordance with regulations. This is one of the key focuses of the province-wide campaign to prevent safety risks, especially during the up-coming Lunar New Year.
Practical implementation of the campaign shows that, with the proactive, resolute, and coordinated engagement of the entire provincial police force, close cooperation from authorities at all levels, and strong public support, public security and order across the province have continued to be maintained. This has helped create a stable environment for people to enjoy spring festivities and celebrate the 2026 Lunar New Year safely and healthily.
