In flag-raising assemblies held in the days leading up to the Tết holiday, the Management Board of Mường Ảng Ethnic Boarding High School integrated firework prevention messaging into its weekly programs. Using accessible and relatable formats, the school focused on clearly explaining the legal consequences and accident risks associated with fireworks, helping students understand that this is not a matter of curiosity or experimentation but a dangerous act that can cause severe injuries and even threaten lives.
The content was tailored to students’ age groups and linked to real incidents that have occurred in various localities, creating a strong warning effect and enhancing the effectiveness of education and prevention. After each session, students’ legal awareness and sense of responsibility have been gradually reinforced.
Nguyễn Thành Chi, Principal of Mường Ảng Ethnic Boarding High School, said that students’ unauthorized manufacture, possession and use of fireworks not only violate the law but also carry a high risk of serious accidents, directly endangering students’ health and lives as well as public safety. Acknowledging this, the school has implemented multiple solutions to raise awareness and prevent violations early and proactively. To curb fireworks related activities, it has intensified communication and strengthened coordination with authorities and families in student management and education.
From the very beginning of 2026, Mường Nhé Ethnic Boarding High School proactively launched legal education on firework prevention to ensure security and safety for students, teachers and staff during the Tết holiday. Through flag-raising assemblies and class meetings, the school disseminated legal regulations and strictly reiterated the ban on manufacturing, trading, storing and using fireworks, weapons and explosives in any form. To promote self-discipline and individual responsibility, homeroom teachers were tasked with closely monitoring students, keeping abreast of their attitudes and promptly correcting any concerning behaviors.
According to Phạm Văn Hạ, Principal of Mường Nhé Ethnic Boarding High School, students at this age are often energetic and curious, making them more likely to experiment with making fireworks without proper guidance. The school has therefore required homeroom teachers to strengthen supervision, promptly detect risks and prevent violations, helping ensure students enjoy a safe and healthy Tết.
Under current law, the use of fireworks during holidays and festivals is permitted only within very strict limits. Specifically, only agencies, organizations, businesses and individuals with full civil legal capacity may use fireworks at events such as holidays, birthdays, weddings, conferences, openings, anniversaries or cultural and artistic activities. However, permitted fireworks may only produce light and color effects with mild sound; they must not cause explosions or contain explosive materials due to safety risks, particularly fire and injury hazards.
The law also clearly stipulates that only organizations and enterprises under the Ministry of National Defense are allowed to produce and trade fireworks, and they must obtain certificates of eligibility for security and public order from competent police authorities. These entities are required to strictly comply with fire prevention, incident response and environmental protection standards. All illegal acts of manufacturing, trading, transporting, storing or using explosive fireworks are strictly prohibited and will be dealt with in accordance with the law.
Recognizing the risks and consequences of explosive fireworks, the education sector has intensified the dissemination and enforcement of regulations on the management and use of weapons, explosives and supporting tools among administrators, teachers, staff and students. Communication has been carried out in a coordinated and regular manner, helping learners understand that making homemade fireworks is not a game but a legal violation that can cause serious injuries and even threaten lives.
Educational institutions have also strengthened coordination with police and local authorities in legal education, implementing preventive measures and combating violations related to fireworks, weapons and explosives. Firework prevention messaging has been integrated into crime prevention campaigns, school subjects, experiential activities and legal knowledge contests, improving early prevention outcomes. Violations are promptly detected, prevented and handled strictly to serve as a deterrent and a general lesson.
Alongside schools’ efforts, close coordination with families and the community is essential to guide children to comply strictly with the law. Effective collaboration among schools, families and communities serves as a strong preventive barrier, contributing to a safe and healthy educational environment for students and society at large.
