According to the new regulations, each mobile subscription must ensure full information, including a personal identification number, full name, date of birth, and especially facial biometric images. This information must fully match the National Population Database of the Ministry of Public Security. To authenticate, users can choose one of four methods, including online via the VNeID application, via the operator’s application, directly at stores, or at points authorized by the operator.
In Điện Biên, the atmosphere at telecommunication transaction points has become more bustling in recent days. Residents are proactively coming to check and update subscription information to avoid the risk of communication disruption. Recorded at the VNPT Điện Biên transaction point on Võ Nguyên Giáp street, Điện Biên Phủ ward, the volume of customers arriving to complete procedures has increased sharply since April 15.
Upon receiving an authentication request message from the network operator, Nguyễn Thị Vân (a customer using the Vinaphone network) went directly to the transaction point for assistance. “Since I am elderly and not tech-savvy, I came to the transaction store to receive direct support. After taking photos of both sides of my citizen identity card and a portrait photo, I was guided to scan the chip on my personal document and finished within just a few minutes,” shared Nguyễn Thị Vân.
Currently, VNPT Điện Biên manages around 180,000 Vinaphone subscribers that fall under the scope of review and information authentication according to regulations. Identifying this as a peak period, VNPT Điện Biên has mobilized nearly 200 officials, employees, and collaborators to provide direct support at the grassroots level, with 100% of VNPT Điện Biên transaction points remaining open until at least 20:00 every day. Concurrently, the unit has organized over 30 mobile support points, maintaining an average of 10 to 15 working teams daily across various areas.
Ngô Xuân Trang, Head of the Human Resources and General Department of VNPT Điện Biên, stated that there is no congestion or overload, and the subscriber authentication process for citizens has taken place very smoothly and seamlessly. By April 30, approximately 70% of subscribers using the Vinaphone network across the province had completed authentication, equivalent to around 126,000 subscribers.
Not only Vinaphone, but other network operators such as Mobifone and Viettel are also simultaneously strengthening forces and boosting support for citizens to standardize subscriber information in accordance with regulations. The set goal is not only to complete the standardization of subscriber data on time but also to create maximum convenience for the public.
With the above objective, Mobifone Điện Biên has deployed multiple synchronized solutions, such as sending messages, publishing instructional information on media channels, reinforcing manpower at stores and transaction points, and establishing mobile subscription information authentication points in communes and wards to provide on-site support for the people. Through diverse and flexible solutions, Mobifone Điện Biên has authenticated information for more than 17,500 subscribers out of a total of over 44,500 subscribers requiring authentication.
Authenticating subscriber information is not only a mandatory requirement under regulations but also helps customers protect their legitimate rights and minimize risks related to information falsification. Telecom operators added that for subscribers failing to authenticate information as required, 60 days after Circular No.08 takes effect (April 15, 2026), telecommunications enterprises will proceed to implement one-way locking (making outgoing calls and sending SMS messages to other subscribers), followed by two-way locking, and finally reclaiming the phone number.
To support citizens in avoiding SIM card locking under Circular No.08, network operators will work through public holidays and maximize their workforce. Customers need to authenticate their information early to maintain smooth and secure communications, contributing to cleansing subscriber data and enhancing safety and transparency in the digital environment.
