Faced with this reality, authorities at all levels, branches, and the community have implemented many practical activities and health care initiatives to help children with disabilities gain more opportunities to study and integrate into life.
At the age of 10, while his healthy peers play and study in the full embrace of their families, Lường Hải Đăng from Pá Nậm village, Sam Mứn commune has to stick to a wheelchair due to a severe mobility impairment from an early age. His parents divorced, and Đăng lives with his grandmother in a house still facing many shortages. The lives of the grandmother and grandson rely mainly on farming and the help of relatives and neighbors.
In the face of Lường Hải Đăng’s difficult circumstances, local authorities, mass organizations, and benefactors have regularly paid attention, accompanied, and created a spiritual fulcrum for them. During holidays and Tet, he always receives gifts and spiritual encouragement. These gifts, while not materially large, contain the affection and sharing of the community, becoming a source of motivation to alleviate their hardships and instill more faith in life.
Lò Thị Dũng, Đăng’s grandmother, emotionally shared that because her grandson has been disabled since childhood, getting around is very difficult, and taking care of him alone is very hard. Fortunately, authorities and mass organizations regularly pay attention, visiting and giving gifts to him every holiday and Tet. With such encouragement, she feels much more warmed.
In various localities, the work of caring for and protecting children with disabilities has always received attention and been implemented by Party committees and authorities through many practical actions. This sharing and companionship have contributed to helping many less fortunate children gain better conditions for health care, continue going to school, and integrate into life.
Mường Lạn commune currently has nearly 50 children with disabilities, orphans, and HIV-infected children without a source of nourishment. All cases are regularly reviewed and updated by the locality for timely support in accordance with regulations. Besides the monthly allowance regime, the commune coordinates with organizations and mass unions to support studying, medical treatment, and daily life care for disabled children. Đào Duy Thạch, Vice Chairman of the Mường Lạn commune People’s Committee, stated that the locality always pays special attention to children with disabilities and those in difficult circumstances. They try to mobilize many resources so that the children receive better care, have conditions to study, and integrate into the community.
In Mường Mùn commune, many humane activities for children with disabilities are maintained regularly. In 2025, seven children with disabilities in the area received free surgery support at the provincial General Hospital. After treatment, their health improved significantly, and many can walk, live, and study more easily. Programs giving gifts on International Children’s Day and Mid-Autumn Festival, alongside support for poor students, orphans, and disabled children, continue to be implemented in villages and hamlets to encourage and help them feel more confident and perceive the community’s care.
Besides visiting, giving gifts, and supporting daily life, health care and medical intervention for children with disabilities are specially emphasized to help them improve their physical condition and become more confident in studying and living. In 2025, implementing the free screening and surgery program for disabled children in Điện Biên province, more than 240 children with defects in their eyes, maxillofacial region, ear-nose-throat, mobility, burns, and urinary tract were examined, consulted, assigned for treatment, operated on, and provided with assistive devices by doctors. After every successful surgery, the children not only have their defects reduced and pain limited but also gain more opportunities to integrate and confidently return to school and play with friends.
Vàng A Sơn from Tủa Chùa commune is one of the cases supported by the program. Previously, he suffered from an inguinal hernia, frequently experiencing pain that affected his mobility, daily life, and studies. Due to his family’s difficult circumstances, treatment could not be carried out early. After receiving free screening and surgery in 2025, his health gradually stabilized, making his movements easier and allowing him to confidently go to school and live like his friends.
From free screening and surgery programs to visiting and gift-giving activities, everything aims to help children with disabilities access medical services, secure their right to study, and have the opportunity to integrate equally like their peers. In the coming time, Điện Biên province will continue to mobilize social resources and strengthen cooperation with domestic and foreign organizations to ensure all children, especially those with disabilities, receive care, attention, and comprehensive development.
