ĐBP - In implementing the Directive No.05-CT/TW of the Politburo on promoting the study and following of President Hồ Chí Minh’s ideology, morality, and lifestyle, the education sector in Điện Biên province has focused on innovation and quality improvement in teaching and learning. These efforts have led to a clear transformation in the mindset and moral behavior of staff and teachers, improved educational outcomes, and nurtured many exemplary role models.

ĐBP - As the rainy season peaks, remote mountainous and border areas in Điện Biên province take on a silvery hue. Torrential rains pour down relentlessly, accompanied by gusts of howling wind through the forest. Already isolated, these borderlands now feel even more distant. Yet amid the overcast skies, the green uniforms of border soldiers bring a spark of life and hope, helping locals weather the storm.

ĐBP - In implementing the two-tier local government model, Điện Biên province has reduced its number of commune-level administrative units from 129 to just 45. This significant change has caused confusion for many residents, especially as service points for administrative procedures have also been reorganized. To address this situation, the provincial Tax Department and the provincial Post Office have deployed staff to assist people and businesses at commune-level Public Administration Service Centers.

ĐBP - Following the implementation of the two-tier local government model, the Party Committee of Na Sang commune, Điện Biên province is actively preparing to organize its 1st Party Congress for the 2025-2030 term. With a proactive and determined spirit, and the engagement of the entire political system, preparations for the congress are being carried out systematically and rigorously, ensuring progress, quality, and effectiveness.

ĐBP - On July 1, 2025, Điện Biên province officially implemented the new two-tier local government model, in line with the nationwide rollout. Thanks to thorough and synchronized preparation across all areas, the new system has operated smoothly from the outset, meeting the expectations of citizens, organizations, and businesses.

ĐBP - A modern, synchronized, and secure telecommunications and IT infrastructure has become the backbone of the two-tier local government model now being implemented in Điện Biên province. This digital foundation ensures smooth, transparent, and efficient government operations amid a nationwide digital transformation.

ĐBP - All 45 newly restructured communes and wards across Điện Biên province have officially begun operating under the two-tier local government model, marking a major step forward in administrative reform. This transition, backed by the active engagement of the entire political system, the efforts of local authorities, and the support of the people, aims to realize the goals of streamlined, efficient governance that serves the public.

ĐBP - The implementation of the two-tier local government model, eliminating district-level administrative units and merging communes, is a bold reform in administrative organization aimed at streamlining the apparatus, enhancing decentralization, and improving public service delivery. However, to ensure the new system operates smoothly, one of the most critical factors is having a team of officials equipped with modern administrative knowledge, technical skills, and a strong sense of responsibility.

ĐBP - As part of the voter meeting program following the 9th session of the 15th National Assembly, on the morning of July 5, Nguyễn Văn Thắng, Member of the Party Central Committee and Minister of Finance, led a delegation to offer incense in remembrance of fallen heroes at the Martyrs’ Temple on the Điện Biên Phủ battlefield and at various cemeteries across the province.

ĐBP - Four days after officially transitioning to the new two-tier local government model, numerous difficulties have emerged, largely due to limitations in infrastructure and facilities. Nevertheless, guided by the principle “serving the people,” every public servant has upheld political determination to ensure the smooth functioning of the new government system.

ĐBP - On the afternoon of July 3, the Party Committee of the Department of Science and Technology held its first Party Congress for the 2025-2030 term. Attending and directing the congress was Nguyễn Văn Đoạt, Deputy Secretary of the Party Committee of the provincial People’s Committee.

ĐBP - Over 20,000 linear meters of documents and records are being archived following the administrative restructuring of Điện Biên province’s former districts and communes into a two-tier local government system. With such a vast volume, the archiving task presents numerous challenges and requires meticulous organization to preserve these materials as valuable historical and reference sources for the future.

And today, June 30, 2025, the country celebrates the ceremonial announcement of central and local resolutions and decisions on the merger of administrative units, and the appointment of key leaders in provinces, cities, communes, wards, and special zones.
