AI - an inevitable trend in administrative reform

ĐBP - Artificial Intelligence (AI) is rapidly becoming a global trend, offering new and more efficient ways of working across sectors. In administrative reform, a field that directly serves citizens and businesses, applying AI helps improve public service delivery, enhance transparency, and accelerate the country’s digital transformation.

For many people, administrative procedures used to be something to dread, often seen as complicated and time-consuming. But with AI support, many steps have been streamlined, handled faster, and made more transparent. From online records lookup and virtual assistants guiding procedures to the analysis of population data, AI applications are making public services more convenient for citizens.

Sharing her perspective as someone directly involved in office administration, Phạm Ngọc Hoàn from the Office of the Vietnam Fatherland Front Committee of Điện Biên province said: “In advisory and reporting work, I often have to process massive amounts of data from various sources. Doing it manually takes a lot of time and is prone to errors. With AI support, collecting, analyzing, and presenting data is much faster, more accurate, and more visual. It eases the pressure on office staff and improves the quality of advisory work, which supports better leadership and decision-making.”

In administrative work, the volume of documents, reports, and data is growing rapidly, with a high demand for accuracy. AI helps save significant time, boost productivity, and build a more modern, transparent public administration.

Nguyễn Trung Kiên from the Department of Cryptography and Information Technology at the Điện Biên provincial Party Committee shared: “In the past, we had to manually review and cross-check hundreds of pages of documents. Now AI can search, analyze, and even compare data within seconds. It lightens the workload, improves accuracy, and enhances the quality of advice for our leaders.”

In political theory education, AI is also changing the way things are done. Phạm Thị Kiều Ngân, a lecturer at the Faculty of State and Law at the Điện Biên School of Politics, said: “Building lesson plans on the State and law used to take a lot of time, especially when checking legal documents, verifying their validity, or comparing regulations across different periods. Now, with AI, it’s much faster. The tools also help design tables, diagrams, and dynamic slides that make it easier for learners to absorb and retain knowledge. This is a very practical support for lecturers as we innovate teaching methods.”

AI is no longer something distant, it has entered daily working life. From administrative offices and Party affairs to political theory classrooms, AI is proving its value. However, to maximize its effectiveness in administrative reform, there must be synchronized efforts from central to local levels. Technological and data infrastructure must be consistently built, and officials need to be equipped with digital skills while ensuring information safety and security.

The strong attention of the Communist Party of Vietnam and the State in this field is evident in the recent “National training Conference on applying AI for Party Committees and Party agencies” organized by the Office of the Party Central Committee from September 9- 12 in a hybrid format. The conference emphasized the need for synchronized and unified implementation from central to grassroots levels, ensuring “one message - one understanding - one standard” in applying AI.

The event provided officials with basic knowledge of AI and its potential applications in advisory, organizational, leadership, and management work. It also introduced tools such as ChatGPT, Gemini (for text processing), Canva AI (for presentations), and Notion AI (for task management). Participants were also trained on security, ethics, legal aspects, and risk prevention when using AI in political and administrative environments - vital skills for officials and civil servants to use AI safely, in line with political and legal orientations, and to enhance their digital capabilities. This will help shorten task processing time and improve the quality of advisory, supervisory, and executive work.

Both local practices and central orientations show that applying AI in administrative reform is an inevitable, irreversible trend. When implemented in a systematic and methodical way, AI will give officials powerful tools to better serve the public, with citizen satisfaction as the ultimate benchmark. This is also a crucial step toward building a modern, transparent, and professional public administration system that meets the demands of development in the new era.
