ĐBP - In the early stage of implementing the two‑tier local government model, it is inevitable that difficulties and obstacles arise, particularly in handling administrative procedures for citizens and businesses. Over the past month, provincial and local authorities in Điện Biên have focused on solutions to address these challenges, improve the system, and ensure smooth, effective operations.

ĐBP - After one month of operating under the new two‑tier local government system, the political apparatus of communes and wards across Điện Biên province has gradually functioned smoothly, effectively, and in a coordinated manner. One key factor behind this success has been the clear assignment of tasks, linking specific responsibilities to each individual based on the principle of “self‑awareness of responsibility” so that every official and civil servant works proactively, constructively, and seriously.

ĐBP - Điện Biên is a mountainous, border province in the Northwest, sharing a national border with both Laos and China. It holds an important strategic position in socio-economic development, national defense, and security within the overall defensive posture of Military Region 2 and the entire country.

ĐBP - Immediately after officially operating under the new commune-level government structure, the Tủa Thàng commune Party Committee has focused on thorough and careful preparations to successfully organize its first Party Congress for the 2025-2030 term.

ĐBP - Inspired by President Hồ Chí Minh’s teaching that “to lead a revolution, the Party must be strong; a strong Party depends on well-functioning grassroots cells; strong cells depend on virtuous Party members,” the Điện Biên provincial Military Party Committee firmly believes that Party members are the vital link between the Party and the people. In the context of implementing organizational streamlining policies for a more efficient and effective government apparatus, the restructuring of military agencies presents new requirements: maintaining and improving the quality of advisory work despite reduced personnel, broader management responsibilities, and increasingly complex coordination, while still ensuring the successful execution of local military and defense duties.

ĐBP - On the afternoon of July 27, General Secretary of the Communist Party of Vietnam Tô Lâm, along with a delegation of senior leaders from the Party, State, and Government, held a working session with key officials of Điện Biên province to discuss socio-economic development, national defense, security, and social welfare in the region.

ĐBP - On July 27, marking the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - 2025), Party General Secretary Tô Lâm, accompanied by a delegation of the Party and State officials, visited the Memorial Temple for Martyrs on the Điện Biên Phủ battlefield, paid tribute at the A1 Martyrs’ Cemetery, and visited the family of war veteran Phạm Văn Ngân in Điện Biên Phủ ward.

In that same spirit, immediately after its establishment and official operation, the Mường Nhé commune Party Committee quickly began preparations for its first congress.

ĐBP - Over the past decade (2016-2025), implementing Directive No.05-CT/TW of the Politburo on promoting the study and following of Hồ Chí Minh’s ideology, morality, and lifestyle, Điện Biên province has developed many effective approaches, embedding the practice deeply into social life. ĐBP - Mường Toong commune in Điện Biên province was established following the merger of the former Mường Toong and Huổi Lếch communes (formerly of Mường Nhé district). After nearly one month of operating under the new model, despite facing challenges such as limited infrastructure and a shortage of specialized personnel in certain sectors, the commune’s Party Committee and local authorities have taken a proactive and flexible approach in organizing and stabilizing the new administrative apparatus. The dedicated and responsible team of civil servants has created the most favorable conditions for residents during the transition period.

ĐBP - Promoting the pioneering and volunteer spirit of youth, members of the Youth Union in Điện Biên province have been actively supporting local authorities in helping citizens become familiar with new administrative procedure processes under the two-tier local government model.

ĐBP - Without official housing, proper offices, or basic working equipment, despite facing numerous shortages, commune-level officials in Điện Biên province’s border areas continue to overcome challenges, maintain effective local governance, and stay connected with the people.

ĐBP - In the spirited atmosphere across the country heading toward the 14th National Party Congress, the Party Committee of Pu Nhi commune is urgently and seriously implementing preparations for its first Party Congress for the 2025–2030 term. This is a particularly significant political event, marking a new development phase for the commune following the merger of the former Noong U and Pu Nhi communes.

ĐBP - In recent years, the number of Party members in Điện Biên province working in other provinces or going abroad for labor export has been on the rise. In response, Party committees at all levels have introduced flexible solutions to ensure both the rights and income of these members while maintaining their connection and responsibility to the Party organization.

ĐBP - As the transportation network expands and traffic volume increases, rural roads in Điện Biên province are becoming more complex and accident-prone. However, the traffic police force cannot cover every inter-village or communal road. This has called for stronger involvement and an expanded role for local communal police in maintaining traffic order and safety.
