The nation’s fortune and standing after 40 years of renewal

ĐBP - In an atmosphere of excitement and confidence looking towards the 14th National Party Congress, our entire Party, people, and army are looking back at the five-year journey of implementing the 13th Party Congress Resolution, a term that has marked the nation’s strong and comprehensive development.

After 40 years of renewal, Vietnam has risen with an unprecedented fortune, potential, position, and international prestige. This affirms the correct and creative leadership of the Party, promotes the strength of great national unity, and opens a new era of development, fast, sustainable, and realizing the aspiration for prosperity and happiness.

After five years of implementing the 13th Party Congress Resolution amidst a backdrop of intertwined difficulties and challenges, our entire Party, people, and army have upheld a spirit of unity and self-reliance, striving to achieve very important and comprehensive results with many outstanding highlights. The work of building and rectifying the Party and the political system has achieved breakthrough results, with clear progress in politics, ideology, morality, organization, and personnel. The Party’s method of leadership over the State, the Việt Nam Fatherland Front, and socio-political organizations has been renewed to be more effective and efficient, contributing to strengthening the people’s trust in the Party and the regime. The revolution in streamlining the organizational apparatus has been implemented decisively and correctly, helping the political system operate more efficiently, closer to the people, and serve them better.

The nation’s economy has continued to develop stably and has achieved many outstanding accomplishments. The average economic growth rate for the 2021 - 2025 period is about 6.3% per year, among the highest in the region and the world. The GDP scale in 2025 is estimated to exceed USD 510 billion, ranking 32nd globally, with a per capita income of about USD 5,000, bringing Vietnam into the group of upper-middle-income countries. About 80% of communes nationwide have met the standards for new rural areas, and 24 provinces and cities have fully completed their new rural area targets, changing the face of the countryside and improving people’s lives. The private economic sector has become increasingly dynamic, contributing about 51% of GDP and employing over 80% of the labor force. Many key infrastructure projects such as expressways, airports, economic zones, and industrial parks have been invested in, opening up new development spaces for the country.

After 40 years of renewal, Điện Biên province is becoming increasingly prosperous and strong.

In the socio-cultural sphere, the material and spiritual lives of the people have been significantly enhanced. The Human Development Index (HDI) has increased sharply, reaching 0.766; the multidimensional poverty rate has decreased from 4.4% (in 2021) to 1.3% (in 2025). More than 330,000 temporary and dilapidated houses have been eliminated, demonstrating the profound humanistic spirit of the socialist regime. Policies on social security, education, health, and culture have been effectively implemented, helping to consolidate trust and create a solid foundation for sustainable development.

National defense and security work continues to be strengthened, firmly maintaining independence, sovereignty, unity, and territorial integrity. The all-people national defense and people’s security posture are becoming increasingly solid. Foreign relations and international integration have been expanded and elevated, contributing to consolidating a peaceful and stable environment for national development. Vietnam continues to play a proactive and responsible role in the international community, which has been recognized and highly appreciated by friends around the world.

After 40 years of renewal, our country has achieved tremendous and historic accomplishments. From a poor and backward nation, Vietnam has risen to become the fourth-largest economy in ASEAN and the 32nd in the world. The per capita income in 2025 is nearly 25 times higher than in the early 1990s. The poverty rate has fallen sharply to just 1.3%, and people’s lives have improved dramatically. Vietnam is classified by the United Nations Development Programme (UNDP) as a country with a high level of human development, with an HDI ranking of 93 out of 193 countries and territories.

Vietnam’s fortune, potential, position, and international prestige are increasingly being enhanced. To date, our country has established diplomatic relations with 194 countries, including 13 comprehensive strategic partners, 10 strategic partners, and 15 comprehensive partners. Vietnam has become a friend, a reliable partner, and a responsible member of the international community, actively contributing to peace, cooperation, and development. These results are vivid proof of the Party’s correct and creative renewal policy, affirming the bravery, wisdom, and strength of the Vietnamese nation in the new era.

Drawing from practical development, the Điện Biên provincial People’s Council recommends that the Government continue to invest in mountainous provinces, especially in regional transport infrastructure, disaster prevention, and climate change adaptation. It also proposes allocating resources to resettle populations in areas at high risk of flash floods, landslides, and land erosion. At the same time, it requests the early approval and guidance for the implementation of the National Target Program on Cultural Development for the 2025 - 2035 period and the National Program on Drug Prevention and Control to 2030. Regarding the two-level local government model, it is necessary to continue perfecting institutions, supporting facilities, and providing policies for grassroots officials, especially in remote areas.

The achievements of the past term and after 40 years of renewal are an important foundation for the country to continue making breakthroughs in the new development phase. With the wise leadership of the Party, the flexible governance of the Government, and the consensus of the entire population, Vietnam has every reason to be confident in its goal of fast and sustainable development, becoming a developed, high-income country by the middle of the 21st century, realizing the nation’s aspiration for a powerful and prosperous future.
