Speeding up progress of Sơn La - Điện Biên - Tây Trang Border Gate Expressway project

ĐBP - On October 8, Deputy Secretary of the Điện Biên provincial Party Committee Nguyễn Văn Thắng chaired a meeting to hear progress reports on investment preparation for the Sơn La - Điện Biên - Tây Trang Border Gate Expressway section project (Phase 1).

The Sơn La - Điện Biên - Tây Trang Border Gate Expressway project (Phase 1) spans a length of over 48km, traversing six communes and wards: Mường Lạn, Mường Ảng, Mường Phăng, Điện Biên Phủ, Mường Thanh, and Thanh An. The project is designed with a 4-lane profile, a design speed of 80km/h, and includes grade-separated interchanges.

At the meeting, the provincial Project Management Board for Transport Works reported on implementation progress. Regarding Component Project 1, the developer completed contractor selection and signed contracts for consultancy packages; simultaneously, it approved construction drawing designs for resettlement areas and is organizing the selection of construction contractors, aiming for groundbreaking on October 20. Regarding Component Project 2, the undertaking is currently in the project preparation phase, carrying out statutory procedures for implementation in accordance with regulations.

Alongside investment procedures, site clearance and resettlement operations are being prioritized by operating units. The developer reported on the site clearance status of resettlement zones across communes; relocation plans for the 110kV power line in Mường Lạn; and preparations for groundbreaking across resettlement projects.

At the meeting, leaders of departments and sectors focused on discussing and clarifying areas requiring coordinated resolution during project deployment. Key priorities included securing construction material sources, determining spoil disposal sites, converting forest land use purposes, completing environmental impact assessment reports, project management, and survey and design tasks. Concurrently, delegates proposed stepping up public communication and mobilization to forge consensus, thereby guaranteeing progress across site clearance, resettlement, and related operations.

Concluding the working session, Deputy Secretary of the provincial Party Committee Nguyễn Văn Thắng acknowledged and commended the initiative of the provincial Project Management Board for Transport Works and the active coordination among departments, sectors, and localities during project preparation. He requested agencies and units to continue stepping up communication and outreach on a regular, sustained basis to build shared understanding and consensus among the public.

The Deputy Secretary of the provincial Party Committee requested the Điện Biên Newspaper and Radio - Television to produce feature reports vividly reflecting the urgent, decisive spirit in project execution - spanning the leadership and guidance of the province, grassroots enforcement, contractor commitment, and civic consensus. Promotional content must be developed methodically, comprehensively, and thoroughly, ensuring timely, continuous information throughout the project’s implementation.

Regarding the groundbreaking of resettlement sites, the Deputy Secretary of the provincial Party Committee instructed the provincial Project Management Board for Transport Works to formulate and submit plans for organizing groundbreaking ceremonies promptly, ensuring solemnity, practicality, and alignment with overall schedules. Concurrently, the provincial Project Management Board for Transport Works must compile a comprehensive report on progress and positive milestones achieved to submit to the Standing Board of the provincial Party Committee; and promptly seek guidance on critical issues and emerging bottlenecks requiring leadership intervention, thereby guaranteeing the project proceeds synchronously, decisively, and on schedule.
