The Party’s strong political will and wise leadership

ĐBP - On October 10, 1949, the Lai Châu provincial Party Affairs Committee - now the Điện Biên provincial Party Committee - was established. This represented a milestone laying the groundwork for revolutionary movements across the locality to receive unified leadership.

Over the past 77 years, under the leadership of the Party, the provincial Party Committee has joined ethnic peoples in surmounting hardships and trials, contributing to the Điện Biên Phủ Victory that “resounded across the five continents and shook the earth”; restoring the economy, stabilizing life, and building socialism; engaging simultaneously in production and combat, supporting the southern revolution, and fulfilling internationalist duties toward the Lao revolution.

Entering the period of renewal progress (Đổi mới), the provincial Party Committee has continuously renewed its thinking and leadership methods, fostering the strength of great national unity. Across 15 congress tenures, Party organizations have grown increasingly consolidated and developed. From 20 Party members in the early days of its founding, the Điện Biên provincial Party Committee now comprises 51 subordinate Party committees with more than 51,700 Party members. During the 2020-2025 tenure, the provincial Party Committee accomplished the goal of eliminating villages without independent Party cells. From remote highland and border settlements, Party organizations have been steadily strengthened, bringing Party leadership closer and more attuned to the people.

The people's trust in the Party is reflected not merely in words, but is demonstrated through tangible changes across Điện Biên. From an impoverished province, Điện Biên has progressively laid socio-economic foundations. In the 2004-2024 period, average GRDP growth reached roughly 7-8% annually, while the poverty rate fell by 4-5% per year; social welfare was prioritized, and education and healthcare received focused investment. Sustaining relatively strong growth across two decades demonstrates a major transition: moving from primarily untangling bottlenecks, Điện Biên has steadily created development momentum.

Notably, achievements recorded over the first 9 months of 2026 continue to illustrate new economic dynamism. In the third quarter of 2026, the province's GRDP was estimated to grow by 11.67% year-on-year, meeting the projected growth scenario. In this breakdown, agriculture, forestry, and fisheries expanded by 8.06%; industry and construction rose by 14.96%; services increased by 11.54%; and product taxes less product subsidies rose by 6.4%. Điện Biên ranked 2nd out of 9 provinces in its economic sub-region and 8th out of 34 provinces and centrally administered cities nationwide in terms of third-quarter growth pace.

Significantly, these growth figures stem from a process of renewing governance mindsets, leadership, and operational methods; upholding the accountability of agency leaders; and ensuring synchronized engagement across the entire political system. More importantly, they derive from the solidarity and unity of cadres, Party members, the armed forces, the business community, and ethnic peoples. When the Party's will aligns with the hearts of the people, guidelines translate into action, resources are unlocked, and developmental outcomes materialize.

The road ahead holds extensive work. Results serve as motivation, but also present growth pressure for the fourth quarter and subsequent years. For the 2025-2030 tenure, Điện Biên strives to achieve double-digit growth. By 2030, the aim is to develop the province into a moderately developed locality in the Northern Midlands and Mountainous Region, serving as a regional hub for tourism, services, and healthcare. By 2050, it envisions becoming a fairly developed province nationwide; an international-standard national hub for historical-cultural and eco-tourism; where citizens enjoy high incomes, good living conditions, and happiness.

To realize these goals, the core task remains building a clean and steadfast Party and political system. It is vital to continue innovating mindsets, elevating leadership capacity and militancy among Party organizations, and upgrading the quality of cadres and Party members; staying close to, respecting, and serving the people; and promoting democracy alongside maintaining strict discipline and order. The responsibility of leadership heads must be elevated, with every guideline and policy aimed at improving people's lives.

Seventy-seven years marks a glorious journey. Rising from hardships, Điện Biên has forged proud milestones. Today, this tradition serves as a lasting anchor for the Party committee, authorities, and ethnic peoples to turn challenges into motivation, transform aspirations into conviction, and convert opportunities into strength.

With the Party illuminating the path and the people acting in unison, armed with resilience, conviction, and forward-looking aspirations, Điện Biên will continue authoring new chapters on its development journey.
