Điện Biên veteran Phạm Văn Xuân, a 70-year Party member from Mường Ảng commune, shared:
“As a soldier who took part in the historic Điện Biên Phủ Campaign in 1954, I deeply understand the profound significance of this land. Điện Biên is where the world-shaking victory was won - a symbol of the Vietnamese people’s indomitable will, unity, and yearning for independence and freedom. Each time the provincial Party Congress convenes, I feel deeply moved, as it marks a moment for all Party members and citizens to look back at what we have achieved and determine the way forward for our heroic homeland.
In recent years, I’ve witnessed remarkable changes in Điện Biên: wider roads, cleaner towns, villages lit with electricity, and steadily improving living standards. These achievements reflect the sound leadership of the provincial Party Committee and embody the harmony between the Party’s will and the people’s aspirations. I’m particularly impressed by the province’s vision for developing eco-tourism tied to its rich history and culture, especially the Resolution on tourism development in Điện Biên province toward 2025, with a vision to 2030. Preserving and promoting the historical value of the Điện Biên Phủ battlefield and ethnic cultural heritage not only drives economic growth but also strengthens patriotism and pride among younger generations.
As the 15th provincial Party Congress unfolds, I hope it will set out long-term, visionary policies and select capable, dedicated, and courageous leaders who can steer Điện Biên toward rapid and sustainable development. I also hope for more attention to highland and border areas, helping residents there overcome poverty and safeguard the nation’s frontier security.
At 96 years old and with 70 years in the Party, my faith in the Party remains steadfast. I firmly believe that with its proud history and determination to rise, Điện Biên will continue to shine as a sacred land of history and a symbol of progress and unity in the Northwest region - today and for generations to come.”
Văn Quyết
Hạng Thị Chua, Secretary of the Nậm Nèn commune Youth Union, shared:
“With the desire to contribute and help shape a new image for our homeland, young people in Điện Biên, especially those in Nậm Nèn, are eager to apply our knowledge, enthusiasm, and creativity to digital transformation, green growth, rural development, and cultural preservation.
We hope the 15th provincial Party Congress for the 2025-2030 term will adopt breakthrough policies to promote socio-economic growth, particularly in digital transformation, education, entrepreneurship, and job creation for youth in mountainous areas.
As a representative of the young generation, I hope provincial policies will place greater emphasis on youth training and capacity building, creating favorable conditions for young people to contribute, innovate, and assert themselves in work, production, rural development, and environmental protection. Especially important are practical support policies for ethnic minority youth, helping them gain confidence and actively participate in building a prosperous Điện Biên.
I am confident that under the Party’s leadership, Điện Biên’s youth will continue to embody the spirit of “wherever there is need, there are young people”, constantly learning, innovating, and contributing to a modern, prosperous, and sustainable Điện Biên.”

Hù Văn Quyền, head of the grassroots Public Security Team in Nậm Kè commune, shared:
“As a member of the armed forces responsible for maintaining public order in a border commune, I clearly understand the role and duty of our forces in safeguarding sovereignty, ensuring border security, stabilizing livelihoods, and fostering local socio-economic growth.
Together with my team and many local residents, I have been following the 15th provincial Party Congress closely. I hope this Congress will introduce breakthrough strategies that generate new momentum for sustainable development in border areas.
We expect more investment in transportation infrastructure, particularly border roads, as well as communication networks, electricity, and water systems essential for production and daily life in remote regions. There should also be concrete policies to strengthen the effectiveness of grassroots armed forces, such as public security teams, local militias, and reserve forces, and to reinforce the all-people defense and security posture.
Personally, I will continue to uphold my responsibilities, strive to fulfill assigned duties, and work with my unit to bring Party resolutions into real life. I am confident that with strong political will and a shared desire for progress, the Congress will mark the start of a new development phase, turning Điện Biên into a prosperous, secure, and stable border province.”

Trần Văn Lanh from Điện Biên Phủ ward shared:
“I have witnessed many provincial Party Congresses, but this one feels especially significant. The 15th Congress takes place just over three months after the province’s new two-tier local government model began operating. Despite challenges, I believe that with unity and determination, this Congress will outline sound, people-centered policies to continue driving comprehensive reform and sustainable development for our homeland.
The resolutions adopted will serve as key drivers for unity and growth, helping unlock the province’s potential and advantages in each region. At the same time, economic progress must go hand in hand with social welfare, improving people’s lives, especially for policy beneficiaries, veterans, and those in disadvantaged areas.
We expect the Congress to elect truly exemplary officials, those with integrity, political courage, and a genuine commitment to public service. They must be both visionary and compassionate, capable of making timely, effective decisions and working closely with the people in all circumstances. In this new period of intertwined opportunities and challenges, I believe that decisive, people-oriented leadership will continue to improve living standards and inject fresh energy into Điện Biên’s path toward sustainable development.”
