Promoting agricultural restructuring, with a focus on replacing low-yield crops with coffee and macadamia, building agricultural brands, and developing a streamlined, politically steadfast, and dedicated cadre of officials, has been the key direction set by the Party Committee of Pú Nhung commune (Điện Biên province) since the new local government structure came into operation.
This policy is based on the commune’s post-merger strengths and shaped by extensive consultations with local residents. By innovating its leadership approach in line with local realities, Pú Nhung quickly built broad public consensus from the early days of implementation.

Strengthening cooperation in agricultural production and product consumption, the Đồng Giao Food Export Company (DOVECO - Sơn La branch) has conducted surveys on pineapple, mango, and chili farming areas in Pú Nhung commune. Assessments showed the commune’s high potential for developing linked raw material zones in partnership with enterprises, paving the way for sustainable production models that meet both domestic and export market demands.
Looking ahead, Pú Nhung aims to develop a sustainable raw material zone that connects production, processing, and distribution, forming a closed value chain that contributes to local socio-economic growth. By the end of the current term, the commune targets more than 2,000 hectares of coffee, over 1,700 hectares of macadamia, and 244 hectares of fruit trees with improved yield and quality. It also plans to develop at least two OCOP (One Commune One Product) items rated three stars or higher, strengthen 21 cooperative groups for production and product consumption, and reduce the poverty rate to below 5%.
Alongside economic goals, once the new local administration became operational, the Party Committee and Executive Board of Pú Nhung commune quickly adopted working regulations, integrated party organizations and members, established grassroots branches, and assigned specific responsibilities to each individual. Dedicated advisory bodies were also formed to support the Party Committee’s operations in accordance with regulations and under a high sense of responsibility. Effective coordination among units has ensured that local directives and tasks are implemented comprehensively and efficiently.
Trần Trọng Bình, Secretary of Pú Nhung commune Party Committee, affirmed: “For the two-tier local government system to function effectively, in addition to renewing leadership methods and improving the quality of resolutions and their implementation, Party committees and leaders must set an example in guiding the government, the Fatherland Front, and mass organizations, all with the ultimate goal of serving the people. Each Party member should take responsibility for specific areas, assisting with problem-solving, while the collective regularly meets to make timely and practical decisions.”

With that spirit, in the first months of operating under the new two-tier model, many communes and wards across the province have recorded positive outcomes. Organizational structures and key personnel have been consolidated. The new administrations quickly became operational, ensuring there were no management gaps and improving public service delivery. The shift from a passive administrative apparatus to an active, people-centered, and development-oriented government is increasingly evident. Citizens have expressed growing trust and satisfaction with these positive changes.
At the Na Sang commune Public Administration Service Center, resident Bùi Thị Hoa shared: “The officers here are professional and dedicated. Even though I arrived late and my paperwork took longer than office hours, they still stayed to complete it so I wouldn’t have to come back another day.”
Trịnh Hoàng Thắng, Secretary of Na Sang commune Party Committee, said: “To ensure seamless work and a truly people-oriented government, we have instructed all civil servants, especially those working directly with citizens, to be attentive, responsible, and thorough so that people feel most satisfied.”
Under the commune’s leadership, the Na Sang Public Administration Service Center has assigned officials according to their expertise, appointed additional semi-specialized staff to assist residents with information lookup and online filing, and boosted the use of digital tools, from online applications and progress tracking to information and service provision. The commune has made citizen and business satisfaction the key benchmark for assessing civil service performance.
By focusing on scientific, democratic, and people-centered leadership renewal, communes and wards across Điện Biên province are now operating an efficient, streamlined two-tier government model that promotes digital transformation, diversifies public communication, and continually improves service to the people.
