After the merger, the rational use and exploitation of the public headquarters system has become an important task to avoid wasting state resources, while also ensuring the operation of the grassroots government and meeting the needs of the people.

The new Nà Bủng commune was established on the basis of merging the entire natural area and population of the old Nà Bủng commune and Vàng Đán commune (of the former Nậm Pồ district), with a natural area of over 162km² and a population of over 11,000 people. After the consolidation, the commune’s government apparatus quickly stabilized and became orderly. The working atmosphere at the main headquarters of Nà Bủng commune is always urgent; the offices are arranged scientifically, and administrative charts and diagrams are fully updated, creating convenience for officials and citizens who come for transactions.
Mr. Nguyễn Văn Tiếp, Chairman of the Nà Bủng commune People’s Committee, said: “Immediately after the consolidation, we reviewed all the facilities in the two old communes, compiling statistics on the area, buildings, and offices. The headquarters of the old Nà Bủng commune was chosen as the administrative center because of its convenient location, easy transport connections, and relatively complete infrastructure. As for the headquarters of Vàng Đán commune, we are utilizing it as the workplace for the commune’s Military Command, the agriculture and forestry extension unit, and a part has been handed over to the education sector to be used as classrooms and boarding rooms, ensuring that the value of the public assets is fully exploited.”

Thanks to this rational arrangement, the entire system of post-merger headquarters in Nà Bủng commune is being used effectively, serving multiple purposes at once. Residents from the former Vàng Đán do not face difficulties when they come for official business because the distance is not far and the transport infrastructure has been improved. Officials and civil servants have stable workplaces, and professional activities proceed smoothly.
In Búng Lao commune, the problem of using public headquarters was carefully calculated immediately after the provincial policy was announced. Mr. Trương Hồng Bách, Chairman of the Búng Lao commune People’s Committee, shared: “We had three old headquarters from the previous communes (including Ẳng Tở and Búng Lao of the former Mường Ảng district, and Chiềng Đông commune of the former Tuần Giáo district). The commune based its arrangement on the actual conditions and usage needs. The old Búng Lao commune headquarters was chosen as the main headquarters, the workplace of the Party Committee, People’s Council, People’s Committee, and key professional units. The old Ẳng Tở commune headquarters has been allocated for socio-political organizations to operate. The Chiềng Đông commune headquarters was assigned to the Military Command, members of the Inspection Commission, and some committees of the Commune People’s Council.”
According to Mr. Trương Hồng Bách, this approach helps the locality to maximize the functionality of the buildings and avoid waste, while also creating favorable conditions for mass organizations and professional units to maintain their operations close to the people and serve them. For remote villages, maintaining the headquarters of associations and unions right in the locality helps people avoid traveling far, and grassroots movements are maintained in an orderly fashion.

Unlike Nà Bủng or Búng Lao, Na Sang commune has its own unique characteristics. After the merger, Na Sang became a central commune, taking over all the facilities and office headquarters of the former Mường Chà district. This is a favorable condition for the commune to implement a modern administrative management model, synchronously connected with the electronic one-stop-shop system and the population database.
In the areas of the old communes, including Ma Thì Hồ, Sa Lông, Na Sang, and Mường Chà town, all headquarters have been temporarily handed over to the education sector. Many offices have been renovated into classrooms, administrative areas, and functional rooms. Some other sections have been converted into boarding houses.
Mr. Trần Hồng Quân, Chairman of the Na Sang commune People’s Committee, said: “The policy of reusing public headquarters for educational purposes is entirely appropriate. Many school sites that were previously cramped now have the conditions to expand, and students can learn in spacious and safe environments. The State’s facilities are used effectively, serving the long-term interests of the people.”
After completing the merger of communes and towns and ending the district-level operations from July 1, 2025, the entire province had 2,090 office headquarters and public service delivery units under the management of the former district-level People’s Committees that needed to be rearranged and transferred. Some headquarters have been converted to serve health, education, or other public purposes such as libraries, cultural houses, parks, and sports facilities. Of these, Điện Biên Phủ City and the former Điện Biên district managed 51 headquarters and facilities; the remaining districts and towns managed 252 headquarters and facilities. Many former commune and ward-level People’s Committee headquarters have been transferred to provincial departments and sectors.

Specifically, the headquarters of the former wards of Tân Thanh, Thanh Bình, and Him Lam were handed over to the provincial Inspectorate, the provincial Department of Ethnic and Religious Affairs, and the Project Management and Land Fund Development Board for Area 1. The headquarters of the former Thanh Nưa commune, Noong Bua ward, and the land of the former Điện Biên Đông district Plant Protection Station were assigned to the provincial Department of Agriculture and Environment to be allocated to the Forest Protection Sub-department, the Sub-department of Rural Development, and the Cooperative Economy.
It can be seen that the arrangement and transfer of public headquarters after the merger have been carried out systematically and in a manner appropriate to the reality. This approach not only helps to save the budget and avoid waste but also ensures that the value of State assets is promoted, serving the people practically and contributing to building a streamlined, effective, and efficient local administration.
