Adhering closely to the Party’s viewpoints and orientations for the 2020 - 2025 term, the provincial Party Committee’s Organization Commission has proactively advised and closely coordinated with all levels and sectors in disseminating and thoroughly communicating the policy of a “revolution in streamlining the organizational apparatus” to officials, party members, and the public. This has created a high degree of consensus in awareness and action, gradually shifting the mindset from administrative management to serving the people and businesses.
With a proactive and decisive spirit, the provincial Party Committee has led and directed the comprehensive restructuring of the political system’s organizational apparatus from the provincial to the grassroots level. As a result, the entire province has reduced 7 provincial-level departments and sectors and 1 public service unit; 170 subordinate organizations were merged; the number of commune-level administrative units decreased from 129 to 45; and 1,990 staff positions were downsized. Over 123,000 officials received training and professional development in political theory and expertise, contributing to enhancing the capacity and quality of the contingent of officials, civil servants, and public employees.
The political system’s apparatus has been gradually streamlined, reducing intermediary levels and improving the effectiveness of leadership, direction, and administration. The team of officials has matured, better meeting the requirements of their tasks in the new situation.

Since July 1, 2025, the two-level local government model has been implemented and has begun to operate in a stable and smooth manner. The entire province has promptly consolidated its party organizations, government agencies, the Fatherland Front, and other socio-political organizations, while also successfully organizing the congresses of upper-grassroots party committees for the 2025 - 2030 term. The organizational restructuring has overcome the overlapping of functions and tasks, reduced administrative costs, streamlined staffing, and improved the efficiency of serving the people. Administrative procedures have been reviewed and processing times shortened, thereby strengthening the people’s trust in the grassroots government.
Alongside the positive results, the operation of the two-level government model in Điện Biên still faces difficulties and obstacles. In some places, facilities, offices, and information technology infrastructure are not yet synchronized; the administrative areas are large and transportation remains difficult. The capacity and qualifications of a portion of officials and civil servants are uneven, leading to work overloads in some units. Furthermore, the initial adjustment and allocation of staff according to job positions have been inadequate, with surpluses in some areas and shortages in others, affecting work progress and efficiency.
To continue building on the achieved results, the provincial Party Committee’s Organization Commission has identified several key tasks and solutions. First and foremost is to strengthen political and ideological work for officials and party members, especially for the leadership and management team, to foster a sense of responsibility and the will to overcome difficulties to successfully complete their assigned tasks. At the same time, it will promote communication and shape public opinion to create a high degree of consensus and unity throughout the political system and among the people regarding the goal of building a streamlined, effective, and efficient apparatus.
In conjunction with this, the Commission will advise on perfecting mechanisms and policies, and amend regulations on the decentralization of management of the organizational apparatus, staffing, and personnel work to suit practical conditions. Emphasis will be placed on building a team of officials with good moral qualities who dare to think, act, and take responsibility for the common good. Staff downsizing will be linked with restructuring and improving the quality of human resources based on job positions. The assignment, transfer, and rotation of officials will be carried out flexibly, prioritizing the strengthening of resources for remote and border communes to ensure the operational effectiveness at the commune level.
Điện Biên will continue to promote the application of information technology and digital transformation in management, administration, and public service delivery. It will also strengthen supervision and inspection mechanisms, especially through electronic data, to enhance transparency and operational efficiency. The training and development of commune-level officials will be promoted with a focus on linking theory with practice, sharing experiences, and replicating good models and practices.
The restructuring of the organizational apparatus to be more streamlined, the improvement of the quality of the cadre, and the building of an effective two-level local government are not merely administrative tasks. They are strategic steps, a “state governance revolution” aimed at creating a foundation for Điện Biên’s rapid and sustainable development in the new phase. With its tradition of unity, spirit of innovation, the consensus of the people, and the high political determination of the entire system, Điện Biên has every reason to be confident in its success in building a streamlined, effective, and efficient apparatus, contributing to the successful implementation of the Resolution of the 15th Provincial Party Congress.
