Nguyễn Ngọc Sơn, Deputy Head of the provincial Party Committee’s Commission for Communication and Public Mobilization, said that in implementing Conclusion No. 01-KL/TW on further promoting Directive No. 05-CT/TW of the 12th Politburo, Điện Biên has carried out study, dissemination, and communication activities in a serious and effective manner over recent years. The contents of learning and following Uncle Hồ have been regularly updated and diversified, while the methods of implementation have become more flexible, integrating information technology, the internet, and social media to make the message more accessible and engaging to officials, Party members, and citizens.

Studying and following Uncle Hồ’s teachings has become an essential task closely linked to Party building and rectification. As a result, the awareness and actions of officials, Party members, and residents have seen positive changes. Over 95% of Party members have participated in thematic study sessions both annually and throughout the term, helping to foster self-discipline, moral integrity, and upright living.

Localities and agencies have continuously innovated and adapted the movement in creative ways. This innovation is reflected in the principle of “the Party leads by example”:  Party members and officials take the initiative, especially in challenging areas, to inspire and mobilize the public to join hands in implementation.

The provincial Party Standing Committee has identified a breakthrough focus in promoting learning and following Hồ Chí Minh’s ideology, morality, and style, namely, strictly developing and implementing working regulations and accountability mechanisms, particularly for leaders. The emphasis has been on renewing leadership styles and working methods, improving efficiency, and enhancing the quality of political and social organizations, thereby strengthening the Party’s leadership capacity and fighting spirit.

At all levels, Party committees, agencies, and organizations have selected specific breakthrough areas to focus their leadership and implementation efforts, aiming for visible changes in following Uncle Hồ’s teachings. These efforts include promoting closer interaction with the people, listening and engaging in dialogue with them; combating formalism and performance chasing; practicing thrift; preventing waste, negativity, and corruption; and upholding a strong sense of responsibility and consistency between words and actions.

From these innovations, many exemplary models and initiatives have emerged, such as the “Lighting up rural roads” project by Mường Ảng district Youth Union, the pineapple farming project by Na Sang Cooperative, and the winter melon cultivation model by Nam Dương Cooperative. Localities have also launched meaningful campaigns like “One good deed each day”, “Volunteer weekends”, “Water for children”, and “Two thousand of VND a day for education”, all of which have generated widespread positive impact.

Recognition and commendation work has been timely and effective, helping spread good examples throughout the community. Between 2020 and 2025, 15 collectives and individuals in the province received Certificates of Merit from the Prime Minister; 12 collectives and individuals were honored by the Central Commission for Communication and Public Mobilization; and 89 others were commended by the provincial People’s Committee for outstanding achievements.

The provincial contest for literary, artistic, and journalistic works themed “Studying and following Hồ Chí Minh’s ideology, morality, and style” has also produced impressive results, with 19 works winning national-level prizes, making Điện Biên one of the top-performing provinces nationwide. Many exemplary groups and individuals from the province were also featured in the national exhibition “Ordinary yet noble examples” organized by the Hồ Chí Minh Museum and the Central Commission for Communication and Public Mobilization.

Demonstrating strong leadership, 100% of heads of Party committees, government agencies, and local organizations in the province have developed personal action plans aligned with their assigned duties, reflecting determination to innovate, the spirit of initiative, creativity, and readiness to take responsibility. Party secretaries and leaders at all levels have led by example, staying close to the people, practicing the motto “words match actions”, maintaining regular dialogues, and promptly addressing the concerns of Party members, businesses, and citizens. In reality, wherever local leaders are proactive and determined, the implementation of Directive No. 05-CT/TW has seen vibrant innovation and the emergence of effective models that inspire society at large.

By learning and following Uncle Hồ through practical and meaningful actions, the awareness and sense of responsibility among Party organizations, authorities, and units across the province have been significantly strengthened. As a result, public trust in the Party and government continues to grow, and the great national unity bloc is being further consolidated. These achievements form a solid foundation for Điện Biên to successfully accomplish its socio-economic development goals, maintain national defense and security, and move toward comprehensive and sustainable growth.
