ĐBP - Điện Biên is a locality where over 80% of the population is ethnic minorities, residing sparsely in remote areas with complex terrain and difficult travel. Religious and belief activities have many unique characteristics, closely tied to the cultural life and customs of people. This requires officials, party members, especially armed forces, those who are directly in touch with people, villages, and areas, to be fully equipped with knowledge about ethnic groups and religion to effectively carry out mass mobilization, communication, and advocacy, contributing to firmly safeguarding the nation’s borders.

ĐBP - On November 10, the Điện Biên provincial Party Committee held a conference to announce the decisions of the provincial Party Committee’s Standing Board on personnel work.

ĐBP - On the afternoon of November 8, a Government working delegation led by Deputy Prime Minister Lê Thành Long visited and worked with Điện Biên province.

ĐBP - Developing Party members in highland areas is a key task in strengthening the grassroots political system and promoting socio-economic development in ethnic minority regions. In recent times, localities in Điện Biên province have implemented many flexible methods suited to the specific characteristics of each locality.

ĐBP - Implementing the two-level local government model, the (new) Pú Nhung commune was merged from three (former) communes: Pú Nhung, Rạng Đông, and Ta Ma. Carrying out the Resolution of the 1st commune Party Congress for the 2025 - 2030 term, the Party Committee, government, and ethnic peoples in the commune are gradually turning guidelines and orientations into concrete actions, awakening potential and internal strength for green and sustainable development.

ĐBP - The selection and calling of citizens for enlistment is an important political task, demonstrating the responsibility of each locality in building an all-people national defense. With the motto “recruit one, be sure of that one,” localities in the province have completed the 2026 preliminary screening phase in a strict, serious, and regulation-compliant manner.

ĐBP - Streets swept clean, sidewalks tidied, and rows of neatly trimmed ornamental trees are becoming familiar sights in Điện Biên Phủ  ward. From every neighborhood to each street, a strong sense of civic responsibility and awareness in maintaining the living environment is emerging, shaping the image of a youthful, friendly, and civilized cityscape in this historic land.

ĐBP - Determined to make the grassroots-level apparatus operate more orderly and effectively, Điện Biên province has implemented a policy of seconding officials from departments and sectors to the commune level. This is a solution to strengthen the workforce and also a profound step in building a contingent of officials trained through practical experience.

ĐBP - On the afternoon of November 3, the 15th Điện Biên provincial Party Executive Committee, term 2025 - 2030, held its 2nd conference.

ĐBP - With the efforts of the entire political system, especially the contingent of village Party Cell secretaries and chiefs, resolutions have gradually entered life. But for guidelines and policies to truly reach every home, the people need more fundamental and sustainable solutions.

ĐBP - After 4 months of implementation, the two-level local government model in Điện Biên province has basically become stable, operating smoothly and effectively. The administrative apparatus at all levels is gradually adapting to the new model, affirming the correctness of the policy to rearrange and streamline the organizational structure towards being effective, efficient, and better serving the people and businesses.

ĐBP - Thanks to the efforts of the team of village Party cell secretaries and chiefs, resolutions of the Party and State are “translated” into local languages, becoming closer, easier to understand, and easier to implement.

ĐBP - On the afternoon of November 2, at the Điện Biên provincial Conference and Culture Center, Secretary of the provincial Party Committee Trần Tiến Dũng held a meeting to encourage the delegation of officials and students from Saint Petersburg city, Russia, led by Nikishina Natalia, Deputy Head of the Vyborg district Administration of Saint Petersburg, who are participating in an exchange program in the province.

ĐBP - To break down the “language barrier” and bring resolutions to life, the role of People’s Council delegates who are also party cell secretaries or village chiefs in ethnic minority communities is crucial. They not only represent the voice of the voters but also act as special “interpreters,” conveying the resolutions and policies of the Party and State in their mother tongues, helping people understand and follow them. Thanks to them, resolutions are no longer distant but permeate life, touching every mindset and every home in the highland border areas of Điện Biên.

ĐBP - Immediately after the Điện Biên provincial Party Congress for the 2025 - 2030 term, the entire political system throughout the province has quickly implemented strategic decisions through concrete action programs and plans.

ĐBP - On November 1, a working delegation from the provincial Party Committee, led by comrade Trần Tiến Dũng, Secretary of the provincial Party Committee, visited and worked with the provincial Business Association.

ĐBP - In the highland border areas of Điện Biên province, the situation where ethnic minority compatriots are not yet proficient in the Vietnamese language or are illiterate still causes significant difficulties in communicating and implementing guidelines and resolutions; some resolutions do not even reach the people.

ĐBP - Firmly upholding their role as the political core at the grassroots level, the contingent of party members in the province are promoting a pioneering and exemplary spirit. Through practical deeds and specific actions, many party members have become shining examples in the community, contributing to strengthening the people’s trust in the party organization and creating a positive ripple effect in patriotic emulation movements.

ĐBP - On October 30, Lai Châu province chaired, in coordination with the Northern border provinces of Vietnam and Yunnan province (China), the 5th annual conference between the Party Secretaries of the provinces: Lai Châu, Điện Biên, Lào Cai, Tuyên Quang (Vietnam) and the Party Secretary of Yunnan province (China).
