On the afternoon of July 3, the central government held its first virtual conference with 34 provinces and over 3,300 communes, wards, and special zones following the recent administrative reorganization. Thanks to early preparations, video conferencing systems at newly established communes and wards in Điện Biên operated stably and without interruption.

In Na Tấu commune, once the new administrative headquarters was finalized, local officials swiftly reviewed and evaluated the available infrastructure, especially the video conferencing room, connectivity, and equipment readiness.
Following a principle of urgent yet efficient and regulation-compliant investment, Na Tấu commune reused functional equipment such as cameras, monitors, microphones, and speakers from the previous administration wherever possible. Damaged or outdated items that could hinder online meetings were promptly replaced to align with the commune’s existing infrastructure.
Trần Quang Trung, Deputy Secretary of the Party Committee and Chairman of the People’s Committee in Na Tấu commune, said: “The transmission of information through virtual meetings is clear and detailed, enabling quick and wide dissemination. Maintaining a seamless, effective video conferencing system has played a key role in enhancing the speed and precision of governance at all levels, paving the way for building e-government and a modern administrative system.”

At Sam Mứn commune, between July 1 and 4, the newly launched Public Administrative Service Center processed 30 administrative cases, both in-person and online. All public service units operated smoothly, with no service disruption and no document backlog.
Lê Ngọc Hoàn, Vice Chairman of the Sam Mứn commune People’s Committee, noted: “In the first days of operation, telecom technicians were on standby to help local staff resolve any connectivity issues quickly. This ensured uninterrupted service for residents. In the coming period, alongside infrastructure upgrades, we will continue modernizing our telecom and IT systems to make them more synchronized and efficient.”
Identifying IT and telecommunications as a core infrastructure requirement, Điện Biên province has assigned the Department of Science and Technology to work with local authorities and telecom providers to audit, upgrade, and supplement existing digital infrastructure.

Key equipment including computers, printers, scanners, copiers, LAN and Wi-Fi networks, and AI-powered kiosks has been deployed to all commune-level Public Administrative Service Centers. Broadband internet (over 100Mbps) now reaches all 45 communes. So far, 100% of civil servants involved in processing administrative procedures have received accounts to access the province’s administrative resolution platform, totaling around 3,000 users. Moreover, all 2,060 administrative procedures under local jurisdiction have been digitized and fully configured on the platform.
The province’s online meeting system has also been expanded post-reorganization. Using Polycom and Pexip technologies, the platform now supports stable, high-quality video conferences between the central government and Điện Biên province, between the province and all 45 communes, and among communes themselves.
In the early days of the new government structure, the Department of Science and Technology worked closely with telecom providers to assign two support staff to each commune. These teams helped train local officials on how to use the new systems and ensured consistent, synchronized IT deployment. Earlier, seven online training sessions were held across 152 connection points, with 1,263 local officials participating.

The streamlined new government model is expected to operate more efficiently and responsively, better serving people and businesses in the province’s new phase of development.
