At the meeting, Secretary Trần Quốc Cường reported that Điện Biên’s estimated GRDP in 2025 would reach VND 17,970 billion, with an average annual growth rate of 8.02%. The province's per capita GRDP stands at VND 52.83 million, and budget revenues are expected to hit VND 1,779.5 billion. The industrial sector is growing at 12.82% annually, and total social investment from 2021 to 2025 is projected to exceed VND 81,844 billion. Tourism has attracted 5.5 million visitors, generating more than VND 9,400 billion in revenue. The province has reduced its multidimensional poverty rate to 17.66%, with an annual decrease of nearly 4%.

To improve living conditions, Điện Biên has completed over 22,300 “Great Solidarity” homes for poor households. Health insurance coverage has reached 98%, and there have been notable improvements in education and healthcare quality. The province has successfully safeguarded its border sovereignty and maintained public order and security, while strengthening international relations with northern Lao provinces, China, Thailand, and Russia.
During the session, Điện Biên’s leaders proposed several requests to the central government, including the introduction of special policy mechanisms for mountainous provinces like Điện Biên; prioritizing investment in the Sơn La - Điện Biên - Tây Trang expressway project, valued at around VND 21,334 billion; allocating funding for the A Pa Chải border-gate economic zone and land database development (a request of VND 1,300 billion); and creating favorable conditions to attract major corporations such as Vingroup and Sun Group.
Responding to the province’s proposals, central officials emphasized the need to complete grassroots-level organizational planning, improve legal and administrative consistency, and harmonize economic development with defense and border security, especially drug prevention. They encouraged local initiatives such as macadamia cultivation, while also acknowledging the persistent challenges Điện Biên faces in sustainable poverty alleviation, particularly in remote areas.

Deputy Prime Minister Hồ Đức Phớc addressed several specific concerns, including investment procedures for transportation infrastructure (notably the Sơn La - Điện Biên - Tây Trang expressway), and strategies to develop agricultural processing based on the province’s land-use data.
In his concluding remarks, Party General Secretary Tô Lâm praised the exceptional efforts of Điện Biên’s Party Committee, government, and people in driving socio-economic development. He commended their courage to think boldly, act decisively, and adopt transformative development mindsets. With a nearly 9% annual GRDP growth rate and a total investment inflow of VND 95,000 billion, Điện Biên is gradually asserting a new position. The province has proactively embraced major national directives, achieving clear results in poverty reduction, enterprise and cooperative development, digital transformation, and effective implementation of key infrastructure projects.
Recent achievements in hosting national-level events, such as the 70th anniversary of the Điện Biên Phủ Victory and National Tourism Year 2024, have helped raise the province’s profile and inject new momentum into its growth trajectory.
However, the Party General Secretary also pointed out Điện Biên’s remaining limitations, including a weak economic base, inadequate infrastructure connectivity, low-quality human resources, high poverty rates in remote areas, and complex non-traditional security threats.

He emphasized the continued relevance of the “Điện Biên Phủ Spirit” in peacetime, describing it as a development imperative. To move forward, he outlined six key strategic directions: streamlining the administrative apparatus for greater efficiency; basing economic development on infrastructure, technology, and human capital; improving the investment climate and rural economy; enhancing cultural and social services; ensuring national defense and security; and building a clean, strong political system.
Finally, he called on central agencies to provide Điện Biên with maximum institutional and financial support, expressing hope that the province would become a beacon of reform, innovation, and growth, making meaningful contributions to the vision of a powerful and prosperous Vietnam.
