During the 2020-2025 term, enhancing the quality of Party organizations and cadres has been treated as a core, continuous task. The provincial Military Party Committee aims to elevate the leadership capacity and fighting spirit of its units and members, thus contributing to building a clean, exemplary, and comprehensively strong military command that meets rising demands in national defense and local armed forces development.
Currently, the committee oversees nine grassroots Party units, five specialized divisions, and seventy branches. Recognizing the decisive role of these grassroots organizations in fulfilling mission objectives, the committee has rigorously implemented Central Party Committee’s resolutions, including those on Party building and discipline; it has steadfastly tackled ideological erosion, unethical conduct, and internal decay. As a result, it has fostered clean, capable units whose members lead by example in fulfillment of their duties.
Efforts have emphasized strengthening political integrity, ideological clarity, organizational structure, and personnel readiness at all levels. Timely reorganization has been conducted when staff turnover occurred, ensuring continuity. Party meetings uphold strict rules and customs, promoting self-criticism, collective discipline, and scientific working methods rooted in teamwork. Cadre management, education, and training are highly prioritized, while oversight and disciplinary enforcement remain consistent and effective.

Simultaneously, the development of cadres and Party members has received deliberate attention. Positions are planned, staffed, and assessed transparently and meritocratically. Promising young leaders are entrusted with new responsibilities and tested on the ground, enabling their professional growth. The call to implement Hồ Chí Minh’s moral and behavioral principles has become deeply ingrained in the culture of collective and individual practice.
Innovative initiatives such as “Members support each other’s progress,” “Four‑good branches,” “Members refuse legal or disciplinary violations,” and campaigns for digital leadership and community cultural conduct, have produced tangible results. Annual evaluations consider the development of new members a key performance indicator. Across the board, over 98% of Party units and members are rated as “good” or “excellent,” with the entire provincial Military Party Committee consistently achieving “clean and strong” status in every assessment.
Inspection and discipline work is comprehensive: all planned activities are completed annually, and no serious violations or disciplinary complaints are reported. Leadership styles within Party units have evolved toward more democratic, practical, and field-focused approaches.
As national defense tasks become more complex, particularly under the Resolution No.230-NQ/QUTW, dated April 2, 2022, of the Central Military Commission, on the leadership over the implementation of the organization of the Vietnam People’s Army in the 2021-2030 period and the subsequent years, political, organizational, and personnel reforms are underway. Drawing on past achievements, the Party Committee will continue to support the provincial Party Committee and Military Region 2 Command to deliver high-caliber military and defense advice to local authorities. Enhanced oversight remains vital to detect and correct any ideological or behavioral deviations among cadres. By improving the quality of unit meetings, modeling exemplary conduct, combating internal decay, and integrating digital tools into Party management, the province aims to forge a provincial Military Party Committee respected by both the leadership and the multiethnic people of Điện Biên.
