Through a variety of meaningful activities, learning and following Uncle Hồ has become a regular part of life, helping officers, Party members, and soldiers to heighten their sense of responsibility, uphold the “Uncle Hồ’s Soldiers” spirit, and successfully complete their assigned duties.
The Party Committee has prioritized thoroughly communicating and integrating this learning into unit operations. Study and practice of Uncle Hồ’s teachings have been incorporated into implementation plans of Party congress resolutions and aligned with key directives and policies on Party-building and rectification. The initiative has been closely connected with large-scale movements and campaigns such as “Border guards join hands to build new-style rural areas,” “Border guards stand with the poor, no one left behind,” “Upholding tradition, contributing talent, deserving the title of Uncle Hồ’s soldiers in the new era,” and “Building a positive, healthy cultural environment in the army.”
The Party Committee identified and effectively implemented two breakthrough areas in applying Uncle Hồ’s teachings. The first is leadership in preventing illegal migration and unauthorized cross-border travel in frontier regions. Practical solutions were developed to manage and mitigate these issues, significantly reducing violations over time and helping maintain political stability and public order. For instance, the number of households involved in illegal migration dropped from 106 (515 individuals) in 2016 to 33 households (193 individuals) in 2024; illegal border crossing incidents fell from 48 cases (308 individuals) to 35 cases (398 individuals) in the same period.

The second breakthrough involves building strong and comprehensive military units. The command strengthened implementation of Directive No.79/CT-BQP from the Ministry of National Defense on building “exemplary” units. Officers and soldiers were required to strictly adhere to political education, organizational discipline, combat readiness, logistics, and technical and financial planning.
In addition to these key areas, the Party Committee has promoted creative, replicable models. Notable among them is the long-running model “One Question, One Answer Per Week,” launched in November 2019 and now totaling nearly 300 educational prompts. The “Uplifting Steps to School - Adopted Children of Border Posts” initiative has supported between 100-107 students annually since 2016.
Several impactful new models have also been developed, including the “Soldier’s Rice Jar” model from the Mường Nhé Border Post, showcased at the Hồ Chí Minh Museum in 2018 and now widely adopted across units. More recently, the “One Weekly Ideological Scenario” model launched in April 2025 has enhanced the Command’s ability to monitor and address ideological concerns among personnel.
Senior Colonel Nhâm Văn Mạnh, Secretary of the Party Committee of the provincial Border Guard Command, noted: “Alongside well-established programs, we are piloting several promising new models. These include ‘Finishing the Task, Not Just the Hours,’ the anonymous e-mail ‘Crime and Illegal Entry Reporting Box,’ ‘Godparents of Love,’ and ‘Small Change, Big Compassion.’ These initiatives have created widespread momentum, encouraging dedication and personal growth among officers and soldiers.” Many exemplary collectives and individuals have been honored for their achievements in learning and following Uncle Hồ’s example.
By translating Uncle Hồ’s teachings into concrete, daily actions, the Điện Biên provincial Border Guard Command has achieved remarkable progress. Awareness, discipline, and a sense of duty have grown across the force. Soldiers live and act in accordance with moral and cultural standards, always ready to serve the people. These achievements have contributed to building a cleaner, stronger Party organization and further promoting the noble image of “Uncle Hồ’s Soldiers” in the new era.
