The Standing Board of the Điện Biên provincial VFF Committee, along with relevant political-social organizations and mass associations at both the provincial and communal levels, have all established steering committees to oversee this restructuring. All 10 districts and 100% of commune-level units have participated in this effort. Working groups were also set up to draft detailed proposals, provide guidance, and coordinate with related departments to ensure the timely, effective, and synchronized implementation of the restructuring process.

On April 27, 2025, the Standing Board of the Điện Biên provincial Party Committee issued Proposal No.20-DA/TU on reorganizing and streamlining the organizational structure of the VFF, political-social organizations, and mass associations assigned by the Party and State. The VFF was tasked with executing this plan, submitting it to the appropriate authorities for approval, and managing implementation within the scope of personnel regulations.
As of June 30, 2025, the Standing Board of the Điện Biên provincial VFF Comittee, together with the provincial branches of the Farmers’ Union, Veterans’ Association, Federation of Labor, and Hồ Chí Minh Communist Youth Union, had issued decisions to dissolve 1,545 district- and commune-level organizations under their management.
Following the restructuring, departments and units under the provincial VFF quickly stabilized their operations. The current VFF apparatus now consists of nine departments or equivalent units and one public service agency. A new internal regulation was promptly introduced, clearly defining the roles, responsibilities, and powers of individuals and units, work procedures, and coordination mechanisms between departments and with grassroots-level VFF and political-social organizations.
At the grassroots level, the provincial VFF and political-social organizations have reestablished VFF committees and affiliated bodies in 45 communes and wards across the province, totaling 228 organizations, down by 1,317 from before the restructuring.

Based on personnel proposals from district-level authorities, the provincial VFF and political-social organizations have appointed key leadership positions to the new commune-level VFF committees and designated the executive and standing committees of affiliated organizations.
As of now, 45 out of 45 communes and wards have officially established VFF offices with a structure typically comprising a chairperson, vice-chairperson, and supporting civil servants. On average, each office has between 9 and 11 staff members.
Lờ A Hùng, Chairman of the VFF Committee in Sáng Nhè commune, shared: “Right after our establishment, we quickly got to work, setting up working regulations and activity guidelines. Despite ongoing difficulties related to facilities, equipment, and housing, our team is committed to fulfilling our duties and meeting the expectations of the people.”
In line with the policy to form corresponding Party structures, the Party cell of the provincial VFF coordinated with other relevant Party cells to draft Proposal No.01-DA/CB on dissolving existing cells and establishing the VFF Party Committee of Điện Biên province. On June 25, 2025, the Party Committee of provincial Party agencies issued Decision No.76-QD/DU to establish the VFF Party Committee with 14 affiliated cells and a total of 192 Party members.
The VFF Party Committee has held its first Executive Committee meeting, approving working regulations, assigning responsibilities, and outlining plans for its upcoming Party Congress and subordinate congresses in accordance with regulations. Party committees in communes and wards are also proceeding with the establishment of local Party cells, including those under newly formed commune-level VFF offices.

From July 8 onward, all 14 affiliated Party cells under the Điện Biên provincial VFF Party Committee successfully held their first congresses for the 2025-2030 term.
Phạm Thị Huế, Deputy Secretary of the VFF Office’s Party cell, noted: “Our cell successfully held its congress on July 11, marking a key step in maintaining operations and supporting the Standing Committee and the provincial VFF with document drafting, planning, and implementation. We will continue working with other units under the VFF to carry out our political responsibilities effectively.”
This restructuring initiative has not only streamlined the system but also enhanced the role and position of the Việt Nam Fatherland Front. It ensures continued effectiveness of political-social organizations and mass associations across Điện Biên province. More importantly, it shifts the operational focus to the grassroots level, reinforces resource allocation for community-based activities, and strengthens connections with members and local residents. With unity across the system, the newly structured apparatus is expected to operate smoothly and efficiently, solidifying its role as a unifying force for the people in a new phase of development.
