In implementing Directive No.45-CT/TW dated April 14, 2025, of the Politburo on Party congresses at all levels towards the 14th National Party Congress, the Provincial Party Committee established five subcommittees to serve the Provincial Party Congress, 2025-2030 term: the Document Subcommittee, the Personnel Subcommittee, the Dissemination and Ceremony Subcommittee, the Logistics and Service Subcommittee, and the Security Subcommittee.
The Personnel Subcommittee, led by the provincial Party Secretary, consists of eight members, with a supporting team of 12 members and a working regulation that clearly defines tasks, authority, working principles, and responsibilities. The subcommittee regularly updates its work plan to meet deadlines set by the Central Party. Tasks are assigned specifically, with emphasis on personal responsibility, particularly of the head, while promoting collective wisdom. The subcommittee actively advises on reviewing standards, conditions, and political qualifications of officials expected for re-election or first-time participation in the Party Committee and the Inspection Commission for the 2025-2030 term.

The provincial Party Committee has issued the personnel project for the 2025-2030 term, along with personnel plans for the Party Committee, the Standing Committee, the Inspection Commission, and provincial leadership positions, for submission to the Politburo and Secretariat for approval. The project specifies numbers, structures, and sectors to be represented in the Party Committee, ensuring compliance with Central Party regulations on the proportion of young cadres, female cadres, scientific and technical cadres, and ethnic minority cadres in the Party Committee, Standing Committee, and key leadership positions. The project has been positively evaluated by the Central Party as consistent with Directive No. 45-CT/TW and suited to the province’s specific conditions.
Following Plan No.223-KH/TBNS dated June 2, 2025, of the Standing Board of the provincial Party Committee, the Personnel Subcommittee reviewed and discussed requirements, numbers, and structures of officials for the Party Committee and provincial leadership positions for the 2025-2030 and 2026-2031 terms. On June 17, 2025, the subcommittee submitted a draft personnel project proposing candidates for the Party Committee, Standing Board, and provincial leadership positions for the 15th Congress. The following day, the Standing Committee presented it to the provincial Party Executive Committee, which approved the project. The approved personnel project now serves as the foundation for selecting and nominating officials for the Party Committee, People’s Council, People’s Committee, and key leadership positions in the 2025-2030 term, ensuring the right person in the right position with the right capability to meet the province’s socio-economic development needs.
Specifically, the Personnel Subcommittee oversaw the re-election nomination process on July 11, 2025, and the nomination of first-time candidates for the Party Committee, Standing Board, Inspection Commission, and provincial leadership positions on July 30, 2025, ensuring compliance with Party regulations and deadlines required by the Party Central Committee.
While preparing for the congress, the province also carried out organizational restructuring in line with the two-tier local government model, appointed officials to commune-level Party Committees and Standing Boards, filled key commune leadership positions for the 2025-2030 term, merged several departments and agencies, reassigned leadership positions, and implemented personnel policies. These tasks posed challenges in terms of workload and timelines. However, through the determination of the Personnel Subcommittee, all tasks were completed on schedule, with 100 percent of preparations for the 15th provincial Party Congress finalized. The congress is scheduled to take place in mid-October 2025.
