According to the Resolution No.1661/NQ-UBTVQH15 issued by the National Assembly Standing Committee on June 16, 2025, Điện Biên province now has 45 officially functioning commune-level administrative units, including 42 communes and 3 wards.
On the first working day under the new system, all communes and wards held their inaugural People’s Council meetings for the 2021-2026 term. In Mường Phăng commune, the meeting discussed and passed several key resolutions, including a plan for regular People’s Council sessions in 2025 and regulations governing council operations for the 2021-2026 term. The meeting was held in accordance with official guidelines and reflected a high level of responsibility and professionalism from the local leadership during this inaugural term.

Hoàng Văn Quyền, Secretary of the Party Committee and Chairman of the People’s Council of Mường Phăng commune, stated: “The first session approved several critical items that promptly translated provincial directives into actionable plans, ensuring consistency and coordination in state management. This lays the foundation for continuous, timely operations and boosts the efficiency and effectiveness of our administrative system.”
Also on the first day, civil servants at the Pulic Administrative Service Centers of all 45 communes and wards arrived early to ensure seamless operations for both in-person and online public services.
At the Mường Thanh ward Pulic Administrative Service Center, residents arrived early for administrative procedures. Operating under the motto “readiness - proactiveness - responsibility - efficiency”, service counters were well-organized and easy to access. Staff offered helpful and friendly guidance, creating a welcoming environment. The center had publicly posted a list of procedures it handles, and was fully operational in receiving documents and returning results as per regulations. Officials also provided on-the-spot guidance to help citizens and organizations navigate procedures without disruption during the transition period.
Nguyễn Thị Oanh, Vice Chairwoman of the People’s Committee and Director of the Pulic Administrative Service Center in Mường Thanh ward, shared: “We always put public service at the center of our operations. Under the principle “discipline, responsibility, and service to the people”, we’ve made careful preparations in infrastructure and equipment. Staff have been assigned clear roles and trained in advance. Thanks to that, everything went smoothly on day one. Moving forward, we’ll continue to enhance our use of digital tools and provide ongoing professional training so our team can master procedures and ensure effective coordination.”

Quàng Thị Thơm, a resident of Bồ Hóng hamlet, Mường Thanh ward, visited the center on the first day to register her child’s birth. “The staff were warm and attentive. The procedures were handled quickly and accurately without taking much time. I’m very pleased with these changes”, she said.
In the newly established border commune of Nà Bủng, formed by merging the former Vàng Đán and Nà Bủng communes, civil servants pushed through infrastructure and equipment challenges to ensure smooth operations from the start.
Nguyễn Văn Tiếp, Chairman of the Nà Bủng commune People’s Committee, said: “We’ve stabilized our organizational structure and assigned responsibilities clearly to ensure an effective political and administrative system. We reviewed and arranged facilities and equipment, and directed our Pulic Administrative Service Center to operate without disruption to public services or daily life.”
Under the two-tier model, many functions previously handled by district-level authorities, such as disaster prevention, have been delegated to communes. In early July, prolonged heavy rains caused flooding, road damage, and a collapsed bridge in Thanh Nưa commune.
Chu Văn Bách, Chairman of the Thanh Nưa commune People’s Committee, said: “As soon as we received reports, local leaders went straight to the scene. We mobilized onsite emergency teams to respond and ensure the safety of residents and property. We also reviewed landslide-prone areas and provided public education on disaster preparedness.”
The smooth transition to the two-tier local government system marks a significant step forward in administrative reform for Điện Biên province. It reflects the province’s commitment to building a modern, professional government that better serves its people. To meet the demands of this new structure, commune- and ward-level leaders must lead by example, enforce administrative discipline, and engage in regular dialogue with citizens to promptly address issues. Civil servants and Party members must demonstrate strong responsibility, adapt quickly to new technologies, and handle tasks efficiently in a more complex administrative landscape. This transformation affirms the readiness of the local system and workforce to serve the public more effectively, building a government that is truly close to and for the people.
