In recent years, the Standing Board of the provincial Border Guard Party Committee has effectively led and directed its subordinate Party committees, organizations, agencies, and units in excellently performing their assigned political tasks. These efforts have ensured the firm protection of national border sovereignty and security, as well as social order and safety in the area. With the Party Committee’s leadership, the unit has built a strong and transparent organization and comprehensive operational capability. The provincial Border Guard Command has been honored with the First-class, Second-class, and Third-class Feats of Arms Orders from the President, along with emulation flags and commendations from the Government, Ministry of National Defense, Điện Biên provincial People’s Committee, and the Vietnam Border Guard High Command.

The Party Committee of the provincial Border Guard Command has implemented multiple strategies and measures to improve the leadership capacity and combat strength of grassroots Party organizations, enhance the quality of cadres and Party members, and promote solidarity and unity among officers, soldiers, and between Party members and the masses. The grassroots-level Party organizations have been structured in accordance with the Party Charter and relevant regulations of the Politburo, aligned with the organizational framework of each department and unit. These organizations have grasped their functions and tasks, gradually innovated their content and operational methods, and played a key political role at the grassroots level. They have successfully led units in achieving comprehensive strength and fulfilling political responsibilities.

Facing the increasing demands of building strong Party organizations and high-quality Party members, as well as the evolving mission requirements of the military and Border Guard in the current context, the Party Committee has thoroughly implemented Resolution No.21-NQ/TW dated June 16, 2022 of the Party Central Committee (13th term) on “strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period.” It has also embraced Resolution No.230-NQ/TW dated April 2, 2022 of the Central Military Commission on the organization of the Vietnam People’s Army for the period 2021-2030 and beyond, along with other resolutions and directives from higher-level Party bodies.

To meet the requirements of the new context, the Party Committee has adopted a comprehensive approach, focusing on building a strong and transparent Party organization with enhanced leadership and combat capabilities, ensuring effective leadership over its units. Key measures include building politically, ideologically, organizationally, and ethically strong grassroots Party organizations with comprehensive leadership and high combat strength. These organizations must be able to effectively implement and localize higher-level resolutions and directives, lead their units in fulfilling all assigned tasks.

All Party committees and organizations under the provincial Border Guard Command are required to thoroughly implement and effectively apply guidelines and instructions from higher authorities on Party building. The Committee continuously renews methods of ideological work, promptly grasps and guides the ideological stance of cadres, Party members, and the masses, especially when complex issues arise. This helps build unity within the Party and consensus across units.

The Party Committee focuses on building a contingent of cadres, Party members, and masses with firm political resolve, good ethical qualities, and a healthy lifestyle, willing to take on and complete all assigned tasks. Organizationally, the Party Committee seeks to strengthen grassroots Party organizations, improve the overall quality of cadres and Party members, and elevate the capacity of Party secretaries and grassroots leaders who exemplify strong political and ethical standards, intellectual competence, and executive capabilities. They are expected to propose sound strategies and enhance collective leadership.

The Party Committee strictly adheres to principles, procedures, and constantly renews the content and methods of Party meetings. It strictly observes democratic centralism, collective leadership, individual responsibility, self-criticism, and mutual criticism. These practices help resolve intra-organizational issues effectively and strengthen Party cohesion. Meetings focus on resolving specific and practical matters within each organization’s purview and on proposing effective leadership strategies to address weak areas.

The Committee also promotes new forms of cadre and Party member education, linking goal-oriented ideological training with comprehensive knowledge enhancement. This aligns with Directive No. 05 of the Politburo on “Studying and following Hồ Chí Minh’s moral example and his teachings to the Border Guard force.” Each cadre and Party member is closely monitored in terms of ideology, ethics, lifestyle, social relationships, and income. Self-study, discipline, and management responsibilities are emphasized at both the individual and collective levels.

The Party Committee strengthens inspection and supervision by its Inspection Commission over Party committees, grassroots organizations, and members. These efforts ensure strict compliance with the Party Charter, resolutions, and regulations. Violations are promptly detected, investigated, and dealt with seriously and thoroughly.
